A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JACTN_
TO, CALIFORNIA, ESTABLISHING POLICIES AND PROCEDURES FOR
2 THE REVIEW OF REQUESTED CHANGES IN WAGES, FRINGE BENEFITS
AND 14ORKING CONDITIONS FOR THE 1971-72 FISCAL YEAR BUDGET
WHEREAS Chapter 10, Division 4, Title 1 of the Government Code of the State
4 of California was amended, effective January 1 , 1969, for the purpose of promoting
improved Employer-Employee relations between public employees and their employers
5 by establishing uniform and orderly methods of communicating between employees and
t.he public agencies by which they are employed; and
vjHEREAS Government Code , Section 3507, empowers the City to adopt reason-
7 1 able rules and regulations after consultation in good faith with representatives
of its employee organizations -for the administration of Employer-Employee rela-
8 tions; and
9 WHEREAS the City desires to comply with provisions of State law; and
10 WHEREAS it is necessary to develop an orderly policy and procedure for the
conduct of Employer-Employee negotiations for the 1971-72 Iixcal year;

12 1 NOW, THEREFORE, BE IT RESOLVED as follows :
11 1 . The City Manager is hereby authorized to represent the City Council
in all matters of Employee-Employer relations with authority to
meet and confer in good faith on wages , hours and other terms and
conditions of employment.

2. City employee organizations shall submit in writing to the City
Manager requested changes in wages , fringe benefits , working con-
16 ditions and provisions of the Personnel Rules of the City of San
Jacinto. Such requests , including supporting data , shall be sub-
17 mitted no later than February 26, 1971 . Proposed changes sub-
mitted after February 26, 1971 will not be considered for the 1971-
18 72 fiscal year budget,
19 3, During April , 1971 the City will meet and confer in good faith
20 with employee organizations ' representatives.
4. A memorandum of understanding will be prepared and signed by the
21 City Manager and employee organizations ' representatives upon con-
clusion of negotiations :, said memorandum will identify issues upon
22 which agreement is reached.
23 5. The memorandum of understanding will become effective July 1 , 1971

upon approval of the City Council .
