3I AUTHORIZING THE CITY MANAGER TO APPLY FOP, A
i LOAN AND/OR GRNIT WITH THE FARM HOME LOAN
41, ADMINISTRATION TO CONSTRUCT CERTAIN 1TI[PROVEMENTS
TO THE WATER SYSTEM OF SAID CITY INCLUDING
5 A WATER STORAGE TANK
6 � This resolution is adopted with reference to the following
facts :
A. A drouaht condition in the State of California exposes
8 the residents of this city to possible shortage of water.
B. This city owns and operates its water system mostly
i, deriving its water from three wells located within the city
101i and sells and distributes the water for domestic purposes
to residents within and outside of the city.
C. Past growth in population of the city has resulted
1211 in an overburdening of its water system in that it lacks suf-
11 ficient storage facilities to maintain water pressure , particularly
1311 during the hot surrier months .
lnil D. New storage facilities are needed for that purpose and
funds are not available to finance their construction.
l� 14OW THEREFORE , BE IT RESOLVED by the city council of the
16 � city of San Jacinto sitting in regular session the 6th day

17 l of September 1977 as follows :

1. The council finds the foregoing facts to be true.
2 . The city manaaer is authorized and. directed to apply on
3-9 i, behalf of this city to obtain a loan and/or grant from the
United States Government, Farm Home Loan Administration to finance
20 the construction of water storage and certain other necessary
water facility improvements within this city to remedy the
21 deficiencies to its water system.
22 ADOPTED AND SIGNED this 6th day of September 1977 by the
