2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
JACINTO RE-ESTABLISHING FEES TO BE CHARGED FOR THE
3 MAKING OF INSPECTIONS AND REPORTS TO PRIVATE AND
PUBLIC LENDING INSTITUTIONS AND LOAN GUARANTEE AGENCIES
4 CONCERNING THE STATUS OF IMPROVEMENTS OF REAL PROPERTY
AND OTHER HOUSING, RESIDENCES OR STRUCTURAL UNITS
5
This resolution is adopted with reference to the following facts:
6 A. The Building and Planning Departments of the City of San Jacinto have
7 been requested to prepare numerous reports and make many inspections of struc-
tures, buildings and residential units for the benefit of and at the request of
8 private persons seeking loans or loan guarantees or other financial assistance
from public and private financial agencies and governmental agencies in connec-
9 tion with the purchase or remodelling or other activity involving improvements to
real property and dwelling units
10 B. The making of such inspections and the reports involves considerable time,
11 skill and iffort of personnel of the building and planning departments of this
city.
12
C. The minimum cost to the city in payment for the time of personnel to make
1J such inspections and reports including the cost of maintenance of the office and
supporting equipment of the building and planning departments is at least $25.00
14 for each transaction involving city personnel .
15 D. The nature of such reports makes it impossible to determine the amount of
time and work, expertise and equipment is required to make the inspections and
16 reports required of every public and private agency requesting a report in ad-
vance since such requirements vary from agency to agency, from purpose to purpose
17 and from time to time.
18 E. The only way a reasonable and fair fee can be charged for inspections and
reports that exceed the customary and usual requirements of city personnel is to
19 charge on the basis of time required by members of the city's planning and build- 1
ing departments based upon an hourly charge of $15.00.
20 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San Jacin- I
to sitting in regular adjourned session this 21st day of June 1977 as follows :
V k
22 1 . The Council determines the foregoing facts to be true and correct.
213 2. Before accepting a request to make inspections and/or reports for public
or private agencies in connection with improvements to real property or dwelling

bers of the planning or building departments of this city, the person in charge
25 of the respective department shall first require payment of a reasonable fee by
the person requesting the performance of such work in an amount not less than
26 $25.00, and said fee shall not exceed the estimated cost of the city to pay for
the personnel to perform such inspection abd/or reports and shall be determined
27 upon the estimated time required to perform such services based upon an hourly
cost of $15.00 and shall be charged in proportion thereto in six minute intervals)
28 3. The persons regularly charged with the management and administration of
the Planning department and building department fo this city are requested to
