2 A RESOLUTION OF'THE CITY COUNCIL OF THE CITY ,OF SAN JACIN-
TO, A CALIFORNIA MUNICIPALITY,- DETERMINING THAT CERTAIN
3 ALLEYS ARE PUBLIC RIGHTS=OF-WAY FOR VEHICULAR TRAFFIC
4 THIS RESOLUTION is adopted with reference to the following facts:
5 A. The right-of-way for certain alleys hereinafter described has been obtain-
ed by voluntary conveyance of the adjacent property, owners for use for vehicular
6 " access -as ,part of the central business district traffic and parking pattern of
this city.

B. The improvement of the alleys as rights-of-way for motor vehicles is
8 necessary to promote orderly traffic flow in the central business district and
to reduce the congestion caused by traffic using on-and-off-street parking
g facilities.
10 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San Jacinto,
I sitting in regular session the 7th day of June 1977, _as follows:

ff_ 1 . The foregoing facts are determined to be true.
12 2. The alleys Freinzfter :described are -decllared and .deemed to be )public
13 roads for motor vehicle traffic.
14 3. The Council determinesthat the entire select street system of this
city has been completely constructed.
15 4. Gas 'tax funds shall be used for .the construction of roadway and street
16 storm drains on the said alleys.
17 5. The Chief of Police as Traffic Safety Director is requested to restrict
traffic using the alleys as roadways so as to yield the right-of-way to ve
18 hicles using wider streets and to restrict the parking and standing in said
alleys 'consistent with safe use as streets, taking into consideration the nar-
1g row width of the alleys and the general traffic flow and patterns.
6. The alleys referred to in this resolution are those alleys located as 1
20 described in Exhibit "A" , attached hereto and incorporated herein byreference.
21 ADOPTED AND SIGNED this7th day of June 1977.
