1 RESOLUTION NO. 1130
2 A` RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JACINTO
SUPPORTING THE AIR QUALITY MAINTENANCE PORTION OF THE EASTERN
3 MUNICIPAL WATER DISTRICT'S AREAWIDE FACILITIES STUDY.
4 WHEREAS, Public Law 92-500, commonly known as the Federal Water Pollution
5 Control Act of 1972, requires that all areas of the Nation must have a plan
6 for sewerage facilities through a 25-year period in order to be eligible for
7 receipt of Federal grants and aid in the construction of such facilities; and
8 WHEREAS , Eastern Municipal Water District has recently completed an

9 Areawide Facilities Study in compliance with this Federal law to, among other
10 things , meet the requirements associated ;with the recently adopted Basin Plan
11 for the San Jacinto River Basin; and
12 WHEREAS, said Areawide Facilities Study indicates a population growth
13 of some 75,000 people within the District's Service Area by 1995; and
14 WHEREAS, Eastern Municipal Water District has conducted public hearinas
15 and solicited comments from various State agencies on the environmental aspects
1611 of the plan proposed therein; and
17 WHEREAS, Eastern Municipal Water District lies within the South Coastal

18 Air Basin, which Air Basin is considered by the State of California to be a

19 1 critical air basin; and

20 I WHEREAS, agencies of the State of California, in their comments relative
21 to the environmental impact report for said Areawide Facilities Study, have
22 required assurances that air quality concerns , as well as water quality con-
2 3 terns , be recognized and addressed in the plan as a prerequisite to approval
24 of said Areawide Facilities Study; and
25 WHEREAS , Federal , State and areawide agencies are currently cooperatively
26 engaged in the preparation of an Air Quality Maintenance Plan for the South
27 Coastal Air Basin; and
28 WHEREAS, Eastern Municipal Water District, which has no regulatory powers
29 other than those associated with the provision of water and sewage service,
30 has been required by the State of California to indicate the positions which
31 the cities within its service area will adopt for minimizing the air quality
32 impacts of future population growth that may occur; and

I WHEREAS, it is in the best interests of the residents and property owners
2 within the City of San Jacinto that Eastern Municipal Water District's Area-
3 wide Facilities Study be approved, thereby qualifying Eastern to receive
4 Federal and State grants and/or loans to assist in financing sewerage facilities
51 pursuant to the plan included within said Areawide Facilities Study which will
6 benefit the City of San Jacinto and the residents and property owners therein. !I
7 NOW, THEREFORE , BE IT RESOLVED that upon adoption of an Air Quality

8 Maintenance Plan for the South Coastal Air Basin, the City of San Jacinto
9 will render reasonable assistance within its statutory authority for the
10 implementation and promulgation of said Air Quality Maintenance Plan.
11 ADOPTED this 4th day of January, 1977.
