That such consultant as 161 sistance is more particularly described in the Request for Pro- 17i posal that is attached hereto and made a part of this Resolu- 18 tion as if fully set forth herein; and 19 (b) Payment to the County of Riverside of a sum of $1 ,970.00 to be 20 used exclusively for the above-mentioned services, made in full 21 within one month of the adoption of this resolution, which sum I 22 is hereby appropriated for this purpose; and 23 BE IT FURTHER RESOLVED that the City Council authorises the Planning De- 24 partment of the City of San Jacinto to appoint a representative to participate 25 I directly in this program and to provide the necessary technical assistance. 26 I MOVED PASSED AND ADOPTED this 20th day of August 1974 27 ATTEST: ` 6f . LUCY Y,f`ALLEN, CIT CLERK 28 f / Ma Qr r / 29 DepG'y-F CERTIFICATE 30 The foregoing is certified to be true copy ,of a Resolution duly adopted 31 by the City Council of the City of San Jacinto on the date therein set forth, LUCY M Yj ALLEN, CITY CLERK 32By Deputy REiUST FOk PROPOSAL FOR SEISMIC SA7TY AND SAFETY ELEWNT TECHNICAL SERVICES The County of V vA ide, in concert with the incorporated cities of Riverside, L'lvtnc, Hemet, Inoic, Wsert Hot Springs , Coachella, Beaumont, Norco, San Jacinto, U—ning. and Perris is in the process of seeking the services of a geologic con- sulting firm to provide technical services and produce a technical report idenuify- ing, delineating, and evaluating natural seismic and geologic hazards within their respective areas. Each participating jurisdiction will utilize the technical report provided by the consultant for developing their individual Seismic Safety and Safety General Plan Elements. Therefore, the consultant must address the problem of natural seismic and hazardous geologic conditions on a regional as well as a local perspective. It is expected that the services of the consultant will include the mapping and analysis of the following: 1. Significant structural geology and geologic history 2. Location and evaluation of past and potential fault displacement i including fault creep s. Areas subject to varying degrees of ground shaping I 4. 'Areas subject to varying degrees of ground failure i i a. Liquefaction b. Subsidence, lurching, and fissuring c. -Landslides, mudslides , and other slope stability" problems 5. Seiches 6„ Expansive soils It is the opinion of the participating agencies that"a "dual focus" research effort would be the most productive. One focus should be general and vies seismic and geologic hazards from a regional perspective. The other should drain on these generalized regional findings and provide a detailed analysis at the local leW. _E E It is expected Wat a technical report with accompanying maps analyzing We seismic and hazardous geologic conditions in the stud{ area will be the end pr^.uuct of the research work conducted by the consultant. Some geologic and seismic rofccence material has been gathered by participating agencies. 1 of 2' EXHIBIT A The report should also include all of the information necessary to meet: the geologic requircments of the CIR Guidelines for the Seismic and Safety Elements and should includo two sets of reproducible maps. One set should be at a scale "of i" 2 miles and should illustrate in general terms the areal extent of seismic and ha-zardous geologic phenomena within the County and participating cities. The consultant should also provide a second set of more detailed maps at a scale of 1'° 2000' depicting seismic and geologic hazards within existing urban areas and those areas experiencing strong development. pressure. The areas which will rag uire tr.is more detailed study and mapping are to be determined by program participants after reviewing the first phase maps . This second' set of maps will serve as wn rking and display maps for program participants. All data provided as part of the second phase of the program should be presented in such a manner as to facilitate inclusion in an environmental impact report, as required by CrQAw In addition to the analysis and tapping of the seismic and hazardous geologic conditions in the study areas, the consultant should provide alternatives and recorri- mendations as to how the qua technical informu-Lion might be interpreted and utilized Including risk analysis, structural analysis, land use analysis, and implementation devices and techniques. It is expected that the consultant would review the progress and make reco m endations relevant to pro4ions of the program to be completed by participating agencies. ' If possible, the consultant should provide an fee schedule and estir;ated time for completion for each major .job task. Participating jurisdictions have riot yet, established the funding available for this program, however, it is estimated that funds in the vicinity of $40,000 will 4e available. At the option of individual participating jurisdictions and through separate arrangements, the consultant should oe available for consultfation at public hearings. If you are interested in submitting a proposal for -supplying these technical services, wo would appreciate receiving material regarding your f'irm's qualifications and capabilities pertinent to the aforoma rationed program as well as a tentative work program detailing hew you would approach this project. Proposals should be received no later than August 9, 1974. 2 of. 2
