A RESOLUTION OF THE CITY COUNCIL OF THE CITY
2 OF SAN JACiNTO OPPOSING SENATE BILL 2177

WHEREAS, Senate Bill 2177, authored by Senator Moscone, would preclude
4
city councils from meeting with their designated representative in executive
5
session for briefing on labor demands and giving instruction and guidance to
6
7 said representative; and
WHEREAS, SB 2177 would preclude the use of executive session for discus-
8
sion of employee performance thereby requiring council to conduct said discus-
9
10 Sion in public session to the embarrassment of public employees; and
11
WHEREAS, SB 2177 would be most detrimental to the interests of public em-
12 ployees by forcing elected council members to make salary and working condition
13 decisions on the basis of fragmentary information and by invasion of the privacy
14 of public empl ogees,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San
15
Jacinto that Senator Dills and other members of the Senate Committee on Govern-
16
mental Organization be advised of the strong opposition of this Council to the
17
18 debilitating effects of SB 2177 and, therefore, urgently request members of thatii
committee to terminate SB 2177 forthwith.
