RESOLUTION NO. 1031
2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JACIN-
TO ENDORSING THE PROPOSED $400,000,000 WATER BOND USSUE OF
3 THE METROPOLITAN WATER DISTRICT OF SOUTHERN CALIFORNIA
4 WHEREAS, in 1966, the voters within the the Metropolitan Water District of
Southern California authorized $850 million in general obligation bonds which,
5 together with an estimated $300 million in funds to come from revenues , was re-
quired to finance the construction of a major distribution system to make Nor-
io 1 thein California water available throughout Southern California, which system
would include expenditure of several hundred million dollars for facilities in
7 Riverside County including major pipelines and two water treatment plants, one
treatment plant at Lake Skinner, and a second treatment plant west of March Air
8 Force Base on Alessandro Boulevard which would serve our area; and
9 WHEREAS , the amount that will be needed from revenues to assist in finan-
cing these works will cost much more than originally planned because of the
10 tremendous inflation being experienced, and this added cost appears to be entire-
ly too much to ask the present generation to pay for in taxes and increased
11 water rates during the next 16 years required to complete the construction; and
12 WHEREAS, a substantial increase in water rates would be very detrimental ,
not only to individual home owners but to the agriculture industry which is so
13 important to the economy of the San Jacinto River Basin and the San Jacinto Val-
ley in particular; and
14
WHEREAS, a substantial increase in the cost of agricultural water could , in
15 addition to the economic impact, eliminate agriculture from the San Jacinto Rive
Basin, depriving the area of its attractive green belts; and
16
WHEREAS, the Metropolitan Water District has placed Proposition "W" on the
17 June 4, 1974, ballot, a proposition which would authorize that District to is-
sue revenue bonds to assist in financing the distribution system which is in thei
18 process of being constructed; and
I
19 WHEREAS, said revenue bonds would relieve the present generation from car-
rying the full financial load in the form of higher tax rates and increased
20 water rates and would, in turn, require that future generations that bene-11
fit from the use of these facilities carry their fair share of the costs.
21 i
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San Jacin
22 to that said City Council does hereby endorse Proposition"W" on the June 4, 1974
Primary Election Ballot as the best means of financing essential major water sup
2 3 ply facilities of the Metropolitan Water District of Southern California and in
the best interest of the people of Southern California and Riverside County and
24 urges its approval by the voters .
25 MOVED AND ADOPTED this 21st day of May 1974.
