2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
JACINTO ESTABLISHING A FEE FOR LICENSING OF BICYCLES

A This resolution is adopted with reference to the following facts:
5 _ A. The City of San Jacinto established administrative procedures to in-
spect and license bicycles in the City in July 1972 without fee pursuant to a
6 grant by the State of California for a bicycle safety program. !
7 B. The program enabled by the State' s grant expired October 1 , 1973.
8 C. The state has established a bicycle-tracing program to discourage
9 the theft of bicycles by central registration of all bicycles and to finance
the program has levied a charge on all cities having a bicycle registration
10 ordinance.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San
11 Jacinto sitting in regular adjourned session the 20th day of November 1973 as !
12 follows:

1 . Pursuant to the provisions of Section 5-12 of the City Code an annual !
1`' license fee shall be collected by the Police Department of this city,for all ,
14�) bicycles registered by the department in the amount of fifty ;cents (50�) .
2. The duration of a bicycle license shall be for a period of one year
15 commencing January 1 and ending December 31 .
16 3. The proceeds of the license fees shall be deposited in a Bicycle
17 License Fund and shall be expended for the purposes authorized by the California
Vehicle Code.
18 4. This resolution shall become effective January 1 , 1974.
19 ADOPTED this 20th day of November 1973.
