2 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN JACINTO, A CALIFORNIA MUNICIPALITY ALLOCATING
3 THE BENEFIT AND CHARGES FOR EXTENSION OF SEWER
LINE TO THE RESIDENTS AND ;PARCELS ON '`FIFTH STREET
4 BETWEEN VERNON AND SOBOBA STREETS AND A PORTION
ON SOBOBA STREET FROM FIFTH STREET.

6 This resolution is adopted with reference to the following
facts :

A. The property owners of most of the parcels of land located
8 near the streets hereinafter described petitioned this council on
or about March 20`, 1973 for an extension of the sewer collection
9 line to serve their parcels with the costs thereof to be charged on
a per lateral basis ,

B. The City of San Jacinto caused the sewer extension line
11 to be installed and at the same time amended` its ordinances to en-
able a 'charging of the 'property owners on a per lateral basis
12 rather than on the basis of front footage as then, established in
Chapter 16 of the 'City Code.

C. A public hearing was duly held, on October 16, 1973 at 7 :30
14 PM. , pursuant to the provisions of Section 16-75 .3 of the City
Code after notice of the hearing was mailed by first class mail to
15 all property owners of the 'parcels hereinafter described as shown
by the 'last equalized assessment roll, 'County of Riverside. At
16 said hearing the proposed plan to ;assess each parcel on; a per
lateral; basis was 'presented and discussed . No persons appeared at
-17 the hearing to speak on the subject matter thereof and written com-
munications`"were received by the city pertaining to the hearing.

NOW THEREFORE, BE IT RESOLVED by the City Council of the City
19 of San Jacinto sitting in adjourned regular session the 2nd day
of October,'_1973, 'as follows :

1. The foregoing <facts' are found to be true .

2 . The total costs of construction of the extension of sewer
221 line and laterals on Fifth Street between Vernon and Soboba Street,
j including an extension on the northerly 103 feet on Soboba
23 Street from the intersection'with Fifth Street is found to be
$8,o42.20 exclusive of cost of repaving, which latter expense
24 shall be borne by the City. A total of ten sewer laterals were
installed to the parcels benefitted by the extension, each parcel
-
25 being benefitted having a lateral installed to serve it. The
council finds that each parcel is benefitted in equal proportion, ''
26 so that each parcel hereinafter described shall be charged one-
tenth of the total cost' of construction, to-wit : $aaL
27 In addition each parcel shall bear the '1% fee for reimbursement of
administrative expense in accordance with Section 16-75 of the City
28 Code , for a >total of $ 612.26`
29 3 . The respective benefit charged to each benefitted parcel
described herein shall be collected prior to; the connection to the
30 sewer line and shall bear interest at the rate of six percent (6%)
per annum on the unpaid charge from and after Judie 26 1974
31 1974.
32 4. This resolution is adopted pursuant to Section 16-75 of

2 5 The City Clerk shall certify to the adoption of this reso-
lotion 'and forward a copy to the Building Department of this city,
3 which department shall keep with its official records and refer to
before 'issuing any building permit in this city.
