2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
JACINTO "ESTABLISHING A FEE TO BE, COLLECTED BY;THE CITY
3 TO BE USED ONLY FOR THE PURPOSE OF PROVIDING INTERIM
CLASSROOMS IN THE SAN JACINTO 'UNIFIED SCHOOL DISTRICT.

WHEREAS, pursuant to Government Code Secti'on:65970 et seq. and the pro-
5 visions of Ordinance No. 672 of the ,City> of San Jacinto, there has been present-
ed to this City Council the findings of the Board of Trustees of the San Jacinto
6 Unified School 'District'of Riverside County, of conditions of overcrowding in
the attendance area of the districtand that all reasonable methods of mitigatin
7 such conditions have been evaluated , and'` no feasible methods for reducing such
conditions exist except the development of interim school facilities; and

WHEREAS, such Board has presented evidence of costs of building such new "
9 interim facilities, has related their costs to the needs of the community for
interim school facilities and has shown that the fee does not exceed the amount
10 1 necessary to pay five annual lease payments for the interim facilities;
11 NOW, THEREFORE, BE IT RESOLVED, DETERMINED AND ORDERED by the City 'Council
12 I of the City of San Jacinto, County of Riverside, State of California, in adjourn-
ed session assembled on January 22 1980 that thisCouncil finds the documents
and testimony given before it that the findings of the school district that over-
13 crowding exists in the attendance areas and that there are no feasible methods o
mitigating such conditions other than building new interim facilities is support
14 ed by clear and convincing evidence and that this Council concurs in such find-
ings; -and

BE IT FURTHER RESOLVED, DETERMINED AND ORDERED that within the four attend-
16 ance areas of the San Jacinto Unified School District, the same constituting in
total , the entire area of such<district, there is hereby established a fee in the
17 amount of $628-'for each of the attendance areas, pursuant to City ordinance No.
672 for each dwelling unit for which a building permit is issued and for each
18 mobile home setup permit that is issued in said area payable upon application for
such permits, which applications are made after the date of this resolution.
:Lg � _BE -IT FURTHER RESOLVED, DETERMINED, ORDERED AND FOUND that the General Plan
20 of the City of San Jacinto provides for the location of public schools , that Dr-
dinance No. 672 of the City of San Jacinto has been in effect fora period of
21 more than thirty days prior to the adoption of;,this fee requirement, and that
this fee hereby specified shall be used only for the ,purpose of interirr
22 classrooms (kindergarten" through '12th grade as needed) and related facilities'.
