RESOLUTION NO. 1281
2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
JACINTO SUPPORTING EASTERN MUNICIPAL WATER DISTRICT'S
3 SUCCESSFUL NEGOTIATION OF 'A $17,700,000 FEDERAL LOAN
4 WHEREAS, the staff of Eastern Minicipal Water District has successfully nego-
tiated a $17,700,000 loan from the federal government to finance construction of
5 water facilities to tie in Eastern Municipal `Water '`District's present water dis-
tribution into the State water system which delivers NorthernCalifornia water to
6 Southern California ; and
q WHEREAS, Eastern Municipal Water District users pay their fair share of the
cost of the State water; and

WHEREAS, Eastern Municipal Water District users cannot use the State water
9 since there presently is no means to deliver it locally; and
10 WHEREAS, this loan will be used to tie in local Eastern Municipal Water Dis-
trict water users with the State water system; and

WHEREAS, present rainfull is insufficient to provide adequate ground water
12 for all of the growth in the Valley; and
13 WHEREAS, ground water supplies are being exhausted from over-pumping; and
14 WHEREAS, Colorado River water is endangered ,since in 1985 Arizona will take
half of the Colorado River water that now flows to Southern California; and
15 WHEREAS, the federal loan will be used to correct these aforementioned prob-
16 lems and also to restore the water table shared, with the City of San Jacinto
thereby benefitting citizens of the City; and
17 WHEREAS, Mr. Doyle Boen-and the Eastern Municipal Water District staff
18 should be commended for their prudent management and dedicated efforts to improve
the entire water system.
19 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of 'San Ja'cint
20 to support' Eastern Municipal Water District's obtaining of the federal loan and
strongly urges all 'voters to favorably consider this issue at the Special Elec-
21 tion on February 26, 1980.
