21 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JACINTO
INITIATING PROCEEDINGS FOR THE ANNEXATION OF CERTAIN TER-
3 RITORY TO THE CITY OF "SAN JACINTO, KNOWN AS ANNEXATION NO.
44, AND GIVING NOTICE OF THE PROPOSED ANNEXATION

5 WHEREAS, the City Council of the City of San Jacinto adopted Resolution No.
6 1432, acknowledging receipt of the petition for annexation, consented to such
7 annexation and authorized the submittal of the appropriate application to the
g Local Agency Formation Commission; and
9 WHEREAS, the Local Agency Formation Commission by Resolution No. 37-82,
10 dated November 18, 1982, designated the City of San Jacinto as the conducting
11 authority and authorized the annexation to proceed subject to the terms and
12 conditions which proceedings imposed on similar annexations to the City and is
13 authorized to proceed with notice and hearing in accordance with Government Code
14 Section 35200 et. seq. ; and
15 WHEREAS, the City Council of the City of San Jacinto desires to initiate,
16 conduct and complete proceedings for Annexation No. 44 as approved.
17 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San

181 Jacinto finds , declares and determines as follows:
19 1 . The distinctive short form designation for this proposal assigned by
i
201 the Local Agency Formation Commission is LAFCO No. 82-30--3, the boundaries of
21 which are described in "Exhibit A" attached hereto and are a part hereof.
22 2. The reasons for the proposed annexation are as follows:
23 a. The territory to be annexed is contiguous to the boundaries'
24 of the City of San Jacinto and has been identified by the
25 petitioners to be in need of a higher level of municipal
26 services.
27 b. The City of San Jacinto is capable and willing to extend
28 a higher level of municipal services to the territory.
29 c. The residents and landowners will benefit from the exten-
30 sion of a higher level of municipal services.
31 3. The Local Agency Formation Commission held its public hearing of the
32 proposed annexation on November 18, 1982, and adopted Resolution No. 37-82
- 1 4) To perform other responsibilities as specifically requested and/or
2 directed to be performed by the City Council of the City of San Jacinto
3 and/or the San Jacinto Redevelopment Agency; and
4 5) To serve at the will and pleasure of the City Council of the City of
5 San Jacinto consistent with their intent and direction as set forth
"6 herein.
7 NOW, THEREFORE, BE IT RESOLVED, DETERMINED AND ORDERED BY THE CITY COUNCIL
8 OF THE CITY OF SAN JACINTO AS FOLLOWS'.
9 Section 1 . The Project Area Committee for the San Jacinto Redevelopment
10 Project Area is hereby established to consist of the seven (7)
11 members, six (6) to be appointed by the Mayor and the City
12 Council , and one (1 ) additional to be appointed by the Mayor
13 upon recommendation by the Executive Director of the Redevelop-
14 ment Agency,
15 Section 2. The City Council does herebyappoint the following persons as
16 members of said Project Area Committee to each serve a term ;of
17 two (2) years beginning as of the date of this resolution:
18 Bill Wood
19 H. E. (Jeff) Divine
20 Lucina Ruiz
21 Section 3. The City Council does hereby appoint the following persons as
22 members of said Project Area Committee to each served term of
23 three (3) years beginning as of the date of this resolution:
24 Don Wickert " Fred Denes
25 John Ishkanian Joan Furgren

1 making a determination approving the proposal as submitted,
2 4. A public hearing shall be held in the Council Chambers at 209 East
3 Main Street, San Jacinto, California, at the hour of 7:30 p.m, on the 18th day
4 of January 1983, to determine whether or not the said Annexation No. 44' should
5 be ordered to change the boundaries of the City of San Jacinto.
6 5. Any owner of the land or any registered voters within said Annexation

7 No. 44 may file a written protest to the proposed annexation with the City
8 Clerk of San Jacinto at the City Offices, 201 E. Main Street, or by mail to
9 Post Office Box 488, San Jacinto , California, 92383, ,any time prior to the
10 conclusion of the public hearing.
11 6. The City Clerk shall cause notice to be published in the Valley
12 Register, a newspaper of general circulation in the City of San Jacinto, County
13 of Riverside, State of California, posted and mailed as required by law and
14 shall certify as required by law,
15 MOVED, PASSED AND ADOPTED the 7th-day of December 1982 by the following
16 vote:
17 AYES: Councilmen Marthaller, Rose, Divine, Stevens and Visser
