2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
JACINTO, CALIFORNIA REQUESTING THE CREATION OF .ONE
3 ADDITIONAL SEAT ON THE EXECUTIVE,BOARD OF THE CALIFOR-
NIA ASSOCIATION OF LOCAL .AGENCY FORMATION COMMISSION
41 FOR REPRESENTATION OF SPECIAL DISTRICTS.

5 WHEREAS, the California Association of Local Agency Formation_
6 Commissions (CALAFCO) is the statewide Association of Local Agency Formation
7 Commissions whose membership is open to and includes Commissions with Special
8 District representation; and
9 WHEREAS, CALAFCO was founded to strengthen and further the cause of
10 all member LAFCO' s; and
11l WHEREAS, CALAFCO has furthered the cause of LAFCO by disseminating

12 information, by acting as advocate on state legislative issues , and by pro-
13 viding a forum for discussions for its members ; and
14 WHEREAS, the Executive Board of CALAFCO is the policy making body
15 of the statewide Association and has designated seats for County, City, and
16 public member commissioners; and
17 WHEREAS, the Executive Board has no designated seat for a Special
18 District member even though the statewide Association has member Commissions
19` which have Special District representation; and
20 WHEREAS, the City Council of the City of San Jacinto recognizes
21 the value of Special District representation in the process of decision making
=22 as members of Local Agency Formation Commissions; therefore,
23 BE IT RESOLVED by the City Council of the City of San Jacinto in
24 regular session assembled on August 3, 1982, that the California Association of
25 Local Agency Formation Commissions is hereby requested and petitioned to create
26 an additional` seat on the Executive Board thereof specifically designated for
27 is Special District representation so that the interests of all Local Agency
28 1 Formation Commissions in this State, including those which have Special District
29 ( representative, will be represented.
30 BE IT FURTHER RESOLVED that the City Manager of this City is directed
31 to transmit a certified copy of this Resolution to the California Association
32 of Local Agency Formation Commissions.
