RESOLUTION NO. 1447
�- A RESOLUTION OF THE CITY;COUNCIL OF THE CITY OF
SAN JACINTO, CALIFORNIA, APPROVING THE APPLICATION,
2 FOR GRANT FUNDS UNDER THE 'ROBERTI-Z'BERG URBAN OPEN
SPACE AND RECREATION PROGRAM.

4 ',,1HEREAS, the legislature of the State of California has enacted
5 the Roberti-Z'bero Urban Open-Space and Recreation . Program, which provides-
s funds to certain political subdivisions of the State of California for
7 acquiring lands and for developing facilities to meet urban recreation needs ;
and
8
9 WHEREAS, the State Department of Parks and Recreation has been
'
10 delegated the responsibility for the administration of the program, setting
11 up necessary procedures govening application by local agencies under the
12 program; and
13 WHEREAS , the procedures established by the State Department of
14 Parks and Recreation require the applicant to certify by resolution the
15 approval of applications prior to submission of said applications to the
16 state; and
17 WHEREAS , said applications contain a certification that the
18 applicant will comply with all federal , state, and local environmental , public
19 health, relocation, affirmative action, and clearinghouse requirements and
20 all other appropriate codes , laws and regulations prior to the exoenditure of
21 the grant funds ; and
22 WHEREAS, the project applied for urder this program must be of
23 j a high priority and satisfy the most urgent park and recreation needs with
24 emphasis on Unmet needs in the most heavily populated areas ;

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
26 of San Jacinto hereby:
27 1. Approves the filing of an application for finding under the Roberti-Z' berg
22 Urban Open-Space and Recreation Program; and
29 2. Certifies that said agency understands the general provisions of the
30 agreement, and
31 3. Certifies that said agency has or will have sufficient funds to operate
32 and maintain the project funded under this program; and

4. Certifies that said agency has or will have available prior to commence-
ment of any work on the project included in this application matching

money from a nonstate source; and
3
5. Certifies that the project included in this application conform to the
4
recreation element of any applicable city or county general plan; and
5
6. Appoints the City Manager as agent of the City Council of the City of "
6
San Jacinto to conduct all negotiations , execute and submit all documents
7
including but not limited to applications , agreements , amendments , pay-
ments requests , and so on which may be necessary for the completion of
9
the aforementioned project ; and
10
7. Appoints the City Attorney as legal counsel for said agency with authori-
11
zation to sign the certification on page 1 of the application.

MOVED, PASSED and ADOPTED by the San Jacinto City Council at a ;
13
regular meeting duly held the 3rd day of August, 1932 by the following vote :
14
