2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN JACINTO, CALIFORNIA, APPROVING AN AMENDMENT
31 TO THE LAND USE ELEMENT OF THE HEMET-SAN JACINTO
AREA PLAN FOR THE FIRST CYCLE OF CALENDAR YEAR 1981

THE CITY COUNCIL OF THE CITY OF SAN JACINTO DOES HEREBY RESOLVE AS FOLLOWS:

WHEREAS, Section 65361 of the Government Code provides that no mandatory
6 element of a General Plan shall be amended more frequently than three times dur-
ing any calendar year-, and that the City Council of the City of San Jacinto is
7 amending the Land Use Element of the Hemet-San Jacinto Area Plan for the first
time during the 1981 calendar year; and
WHEREAS, the City of San Jacinto Planning Commission held a public hearing
g ;; on change to the Land Use Element on March 2, 1981 , and did adopt Resolution No.
81-14 making recommendations to the City Council concerning the General Plan
10'' Amendment, and has filed with the City Council copies of maps and reports relat-
ing to the application; and

WHEREAS, the City Council of the City of San Jacinto held a public hearing
12 on March• 17, 1981 and did make a determination that the Land Use Element of the
Hemet-San Jacinto Area Plan should be amended as follows:

A. Pre-annexation General Plan Amendment GPA-3-81 be adopted in accord-
14 ance with attached map, marked Exhibit A.
15 This change is made with the following findings:
1 . Existing land use patterns will be enhanced by GPA-3-81 being as-
16 signed Single Family Residential designation.
17 2. GPA-3-81 will enhance the logical development of the City.
3. GPA-3-81 allows a reasonable and proper use of property in the
18 vicinity of GPA-3-81 as Single Family Residential .
19 4. No significant environmental impact is expected from adoption of
GPA-3-81 ,
20 WHEREAS, advertisement for public hearing on GPA-3-81 was published in ac-
cordance with Article G, Chapter 3, of Title 7, of the Government Code; and
WHEREAS, the City Council finds that there will not be a signficant im

pact upon the environment by right of these changes and adopts a Negative Declar
23 action for General Plan Amendment GPA-3-81 .
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San Ja-
24 cinto that the Hemet-San Jacinto Area Plan be amended to reflect the changes
aforementioned for Pre-annexation Amendment GPA-3-81 .
