2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SAN JACINTO, CALIFORNIA, APPROVING THE
3 APPLICATION FOR GRANT FUNDS UNDER, THE ROBERTI-
Z'BERG URBAN OPEN SPACE AND RECREATION PROr.RAM
4 FOR FISCAL YEAR 1984-85 AND 1985-86
5 'WHEREAS, Proposition 18 provides $45,000,000 for the Poberti-Z'Berg Urban
6 Open Space and Recreation Program whicii provides funds to certain political
7 subdivisions of the State of California for acquirinq lands and for developing
8 facilities to meet urban recreation needs; and
9 11HEREAS, the State Department of Parks and Recreation has been delegated
10 the responsibility for the administration of the program, setting up necessary
11 procedures governing application by local agencies under the program; and
12 11HEREAS, the procedures established by the State Department of Parks and
13 Recreation require the applicant to certify by resolution approval of appli-
14 cations prior to submission of said applications to the State; and
15 1.1HEREAS, said applications contain a certification that the applicant
16 1•1ill comply with all federal , state and local environmental , public health,
17 relocation, affirmative action and clearinghouse requirments and all other
18 appropriate codes, laws and regulations prior to the expenditure of the grant
19 funds; and
20 '.'HEREAS, the project applied for under this program must be of a high
21 priority and satisfy the most urgent park and recreation needs with emphasis
22 on unmet needs in the most heavily populated areas;
23 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San
24 Jacinto hereby:
25 1 . Approves the filing of an application for funding under the Roberti-
26 ;.'Berg Urban Open Space and Recreation Program; and
27 2. Certifies that said agency understands the general provisions of the
28 agreement; and
29 3. Certifies that said agency has or will have sufficient funds to
30 operate and maintain the project funded under this program; and
31 4. Certifies that said agency has or will have available prior to com-
32 mencement of any work on the project included in this application matching

1 money from a nonstate source; and
2 5. Certifies that the project included in this application conforms to
3 the recreation element of any applicable city or county aeneral plan; and
4 6. Appoints the City Manager as agent of the City Council of the City of
5 San Jacinto to conduct all negotiations, execute and submit all documents,
6 including but not limited to applications, agreements, amendments, payment
7 requests and so on which may be necessary for the completion of the afore-
8 mentioned project; and
9 7. Appoints the City Attorney as legal counsel for said agency with
10 authorization to sign the certification on Page 1 of the application.
11 MOVED, PASSED AND ADOPTED by the San Jacinto City Council at a regular
12 meeting duly held on the 17th day of July 1984, by the following vote:
13 AYES: Councilmen Visser, Divine, Pose, Stevens and Stuart
14 NOES: None
