2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SAN JACINTO, CALIFORNIA, APPROVING THE
3 APPLICATION FOR GRANT FUNDS UNDER THE ROBERTI-
Z 'BERG URBAN OPEN SPACE AND RECREATION PROGRAM
4 WHEREAS, the legislature of the State of California has enacted the
5 Roberti-7 'Berg Urban-Space and Recreation Program, which provides funds to
6 certain political subdivisions of the State of California for acquiring lands
7 and for developing facilities to meet urban recreation needs; and
8 WHEREAS, the State Department of Parks and Recreation has been delegated
the responsibility for the administration of the program, setting up necessary
10 procedures governing application by local agencies under the program, and
11 WHEREAS, the procedures established by the State Department of Parks and
12 Recreation require the applicant to certify by resolution the approval Of dp-
13 plications prior to submission of said applications to the State-, and
14 WHEREAS, said applications contain a certification that the applicant
15 will comply with all federal , state and local environmental , public health,
16 relocation, affirmative action and clearinghouse requirements and all other
17 appropriate codes, laws and regulations prior to the expenditure of the grant
18
funds-, and

WHEP, EAS, the project applied for under this program must be of a high
20 priority and satisfy the most urgent park and recreation needs with emphasis
21
money from a nonstate source; and
2 5. Certifies that the project included in this application conforms to
3 the recreation element of any applicable city or county general plan; and
4 6. Appoints the City Manager as agent of the City Council of the City
5 of San Jacinto to conduct all negotiations, execute and submit all documents,
6 including but not limited to applications, agreements, amendments, payment
7 requests and so on which may be necessary for the completion of the afore-
mentioned project; and
7. Appoints the City Attorney as legal counsel for said agency with
io authorization to sign the certification on Page 1 of the application.
11 MOVED, PASSED and ADOPTED by the San Jacinto City Council at a regular
12 meeting duly held on the 6th day of September 1983.
