2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
JACINTO DESIGNATING CERTAIN REAL PROPERTIES AS BEING
3 INCLUDED WITHIN A SURVEY AREA FOR REDEVELOPMENT
CONSIDERATIONS: AND DIRECTING STAFF, THE PLANNING
4 COMMISSION AND REDEVELOPMENT AGENCY TO CONDUCT THE
NECESSARY PUBLIC HEARINGS AND PREPARE THE NECESSARY
5 REPORTS FOR CONSIDERATION AND ADOPTION OF THE SAN
JACINTO REDEVELOPMENT PROJECT AREA(S) AND (PLANS)

WHEREAS, the City of San Jacinto created the San Jacinto Redevelopment
7 Agency on May 4, 1982, by Ordinance No. 725, for purposes of pursuing rede-
velopment activities in the community; and
WHEREAS, pursuant to Section 332.13 of the California Health and Safety
g Code, the Board of Supervisors of the County of Riverside did on May 17, 1983,
adopt Ordinance No. 602 authorizing the City of San Jacinto and the San Jacin
1a to Redevelopment Agency to undertake redevelopment activities within specifi-
cally designated unincorporated areas of the County of Riverside contiguous to
11 the City of San Jacinto; and
12 WHEREAS, the City of San Jacinto and the County of Riverside have con-
cluded that the redevelopment process is a viable procedural and financial
13 mechanism for eliminating and/or mitigating existing and potential physical ,
social and economic blight through community improvement and enhancement which
1¢ cannot be expected to be reversed or alleviated by private enterprise acting
alone and in particular, provides a necessary tool to assist in the financing
15 and construction of the Main Street Bridge over the San Jacinto River which is
required to alleviate detrimental circulation constraints affecting the resi-
16 dents of the County who reside northeast of the City of San Jacinto, and
17 WHEREAS, it has been concluded that the City of San Jacinto and the
County of Riverside does not presently have the financial resources to pursue
18 such community improvement and capital facility enhancement programs aimed at
the elimination of blight.

NOW, THEREFORE, BE IT RESOLVED, DETERMINED AND ORDERED BY THE CITY COUN-
20 CIL OF THE CITY OF SAN JACINTO, AS FOLLOWS:
21 Section 1 . The San Jacinto Redevelopment Survey Area hereinafter refer-

I Safety Code, said Redevelopment Plan(s) and Project Area(s) shall be submitted
to the Board of Supervisors of the County of Riverside to be approved prior to
2 the City of San Jacinto's approval and adoption of said Redevelopment Plan(s)
and Project Area s) .

Section 6. The City Clerk is hereby authorized and directed to transmit
4 a copy of this Resolution to the Planning Commission of the City of San Jacin-
to, the San Jacinto Redevelopment Agency and the Board of Supervisors of the
5 County of Riverside with the request to take the necessary and required
actions.
