2 A RESOLUTION OF THE SAN JACINTO CITY COUNCIL FINDING
THAT THE USE OF TAXES ALLOCATED FROM THE SAN JACINTO
3 REDEVELOPMENT PROJECT AREA FOR THE PURPOSE OF IMPROVING
AND INCREASING THE COMMUNITY 'S SUPPLY OF LOW- AND
4 MODERATE-INCOME HOUSING OUTSIDE THE PROJECT AREA WILL
BE OF BENEFIT TO THE PROJECT AREA
WHEREAS, Section 33334.2 (a) of the California Health and Safety Code
6 provides that not less than 20 percent of all taxes which are allocated to the
San Jacinto Redevelopment Agency shall be used by the Agency for the purpose
7 of increasing and improving the community's supply of "low- and moderate-
income housing" available at affordable housing cost to persons and families
8 of low or moderate income, and very low-income households unless one of the
following findings is made:

1 ) That no need exists in the community, the provision of which would
10 benefit the Project Area to improve or increase the supply of low-
and moderate-income housing; or
11 2) That some stated percentage less than 20 percent of the taxes which
12 are allocated to the Agency pursuant to Section 33670 is sufficient
to meet such housing need; or
13 3) That a substantial effort to meet low- and moderate-income housing
14 needs in the community is being made and that this effort, including
the obligation of funds currently available for the benefit of the
1 community from state, local and federal sources for low- and moderate
income housing, alone or in combination with the taxes allocated
1 under this Section, is equivalent in impact to the funds otherwise
required to be set aside pursuant to this Section. The legislative
17 body shall consider the need that can be reasonably foreseen because
of displacement of persons and families of low or moderate income or
18 very low-income households from within or adjacent to the Project
Area because of increased employment opportunities or because of any
19 other direct or indirect result of implementation of the Redevelop-
ment Plan.
20 WHEREAS, Section 700.33 of the San Jacinto Redevelopment Plan provides
21 for such allocation of taxes; and
finding of benefit relative to the use of funds outside the Project
Area for the provision of low- and moderat-income housing by the
2 San Jacinto Redevelopment Agency.
