2 A RESOLUTION OF THE CITY OF SAN JACINTO ADOPTING
REGULATIONS FOR CANDIDATES FOR ELECTIVE OFFICE
3 PERTAINING TO MATERIALS SUBMITTED TO THE ELECTORATE
AND THE COSTS THEREFOR FOR THE GENERAL MUNICIPAL
4 ELECTION TO BE HELD IN SAID CITY ON NOVEMBER 8, 1988
5 1-1HEREAS , Section 10012 of the Elections Code of the State of California)
G provides that the governing body of any local agency adopt regulations i)er'-
7 taining to materials prepared by any candidate for a, municipal election; in-
8 eluding costs thereof;
0 NO'LJ, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN`JACINTO, CALIFORNIA$
10 DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOb1S ;
11 Section 1 , General Provisions . That pursuant to Section 1d012 of the
12 Elections Code of the State of California , each candidate for elective office
13 to be held in the City of San Jacinto on November 8, 1988, may prepare a candi
14 date' s statement on an appropriate fb,rm provider! by the City Clerk. Such state
15 ment shall not include party affiliation of the candidate, nor membership or
16 activity in partisan political organizations . Such statement shall be filed
17 in the office of the City Clerk at the time the candidate ' s nomination papers
.18 are filed, Such statement may be withdrawn, but not changed, during the peri-
19 od for filing nomination papers and until 5,00 p.m. of the next working day
20 after the close of the nomination period.
21 Section 2, Spanish Language, The City Clerk shall send to each voter
22 with the sample ballot, a voter' s pamphlet which contains the statement in
23 English of each candidate who has requested a statement; and a statement in
24 Spanish for each candidate who has requested a translation pursuant to law,
25 Section 3. Additional Materials . No candidate will be permitted to in-
26 elude additional materials in the sample ballot package.
27 Section 4, Payment, The City Clerk shall estimate the total cost of
28 printing, handling, translating and mailing the candidate' s statement filed
2;) pursuant to the Elections Code and require each candidate filing a statement
30 to pay in advance his or her pro rata share as a condition of having his or
:11 her statement included in the voter' s phamplet. The City Clerk shall bill
:32 each candidate for any cost in excess of the deposit and shall refund any un-

1 used portion of any deposit.
2 Section 5. That the City Clerk shall provide each candidate a copy of
:3 this Resolution at the time nominating petitions are issued.
4 Section 6 . That the City Clerk shall certify to the passage and adoption
5 of this Resolution ; shall enter the same in the book of original Resolutions
6 of said City and shall make a minute of passage and adoption thereof in the
i records of the proceedings of the City Council of said City in the minutes of
8 the meeting at which the same is passed and adopted.
