RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JACINTO ,
2 CALIFORNIA , DECLARING INTENTION TO ISSUE BONDS SECURED BY SPECIAL
TAXES TO PAY FOR CERTAIN FACILITIES IN A COMMUNITY FACILITIES
3 DISTRICT

THIS RESOLUTION IS ADOPTED WITH REFERENCE TO THE FOLLOWING
5 FACTS :
6 WHEREAS , the CITY COUNCIL of the CTTY OF SAN JACINTO, CALIFORNIA. ,
( hereinafter referred to as the " legislative body of the local
7 Agency " ) , has declared its intention to order the establishment
of a Community Facilities District for certain public facilities
8 pursuant to the terms and provisions of the "Mello-Roos Community
Facilities Act of 1982 " , being Chapter 2 . 5 , Part 1 , Division 2 ,
9 Title 5 of the Government Code of the State of California ,
commencing with Section 53311 . This Community Facilities
l0 District shall hereinafter be referred to as COMMUNITY FACILITIES
DISTRICT NO . 1 ( SOBOBA SPSRINGS ) ( hereinafter referred to as the
11 "District" ) ; and ,
12 WHEREAS , it is the intention of this legislative body to finance
all or a portion of said facilities through the issuance of
13 bonds , said bonds to be secured by special taxes , all as autho-
rized pursuant to said " Mello- Roos Community Facilities Act of
198211
.
15 NOW , THEREFORE , BE IT RESOLVED , by the City Council of the
16 Citv of San Jacinto , in regular session , this 30th day of June ,
1987 as follows :
17 1 . That the above recitals are all true and correct .
18 2 . That this legislative body declares that the public
convenience and necessity requires that a bonded indebtedness
19
be incurred to finance all or a portion of certain public
20 facilities as proposed for the designated District .
3 . That the purpose for the proposed debt is generally described
21
as follows :
22 To finance the construction and installation of
23 certain public improvements and facilities consist -
ing of street improvements in MAIN STREET and
SOBOBA SPRINGS ROAD , including a bridge crossing ,
24
together with sanitary sewer , water , drainage and
25 utility facilities , and a public fire station
facility , including appurtenances and appurtenant
26 work to serve the properties within the boundaries
of the District . Far further particulars and
27 details , reference is made to the file entitled
" CITY OF SAN JACTNTO, COMMUNITY FACILITIES DISTRICT
NO . 1 ( SOBOBA SPRINGS ) , DESCRIPTION OF FACILITIES " ,

which is hereby approved and incorporated herein ,
29 and a copy of which is on file in the Office of the
City Clerk . For all particulars , reference is made
30 to said approved file .
31 4 . That the amount of the proposed bonded indebtedness , includ-
ing the cost of public capital facilities , together with all
32 incidental expenses and costs of financing , shall not exceed
$17 , 100 , 000 . 00 .

5 . NOTICE IS GIVEN THAT ON TUESDAY , THE 4TH DAY OF AUGUST, 1987,
AT THE HOUR OF 7 : 30 O ' CLOCK P . M . , IN THE REGULAR MEETING
1 PLACE OF THE !- EGISLATIVE BODY , BEING THE COUNCIL CHAMBERS,
CITY HALL , A PUBLIC HEARING WILL BE HELD ON THE INTENTION OF
2 THIS LEGTS!- ATTVE BODY TO INCUR A BONDED INDEBTEDNESS TO
FINANCE PUBLIC FACILITIES lN THE COMMUNITY FACTLTT T E S
3 DISTRICT BY THE LEVY OF A SPECIAL TAX . AT THE TIME AND P!-ACE
FIXED FOR SAID PUBLIC HEARING, ANY PERSONS INTERESTED , INCLUD_
4 1 NG PERSONS OWNING PROPERTY WITHIN THE AREA, MAY APPEAR AND
PRESENT ANY MATTERS RELATING TO THE PROPOSED INTENTION AND
5 NECESSITY FOR INCURRING THE THE BONDED INDEBTEDNESS WHICH
WILL PAY FOR ALL OR A PORTION OF THE PROPOSED PUBLIC FACTL I -
6 TIES AND WHICH WILL BE SECURED BY A SPECIAL TAX TO BE LEVIED
WITHIN SAID COMMUNTTY FACILITIES DISTRICT.
6 . That notice of the time and place of the public hearing shall
8 be given by the City Clerk in the following manner :
9 A . A Notice of Public Hearing shall be published in the
legally designated newspaper of general circulation ,
10 being the HEMET NEWS , said publication pursuant to
Section 6061 of the Government Code , with said publica-
11 tion to be completed at least seven ( 7 ) days prior to the
date set for the public hearing .

B . A Notice of Public Hearing shall be mailed , postage pre-
paid , to each property owner and registered voter within
the boundaries of the proposed District ; said mailing to
14 the property owners shall be to the address as shown on
the last equalized assessment roll . Said mailing shall
15 be completed at least fifteen ( 15 ) days prior to the date
16 set for the public hearing .
7 . The C i ty Clerk shall certify to the adoption of this
17 Resolution .
