A RESOLUTION OF THE CITY COUNCIL
3 OF THE CITY OF SAN JACINTO APPROVING AN
AMENDMENT TO THE GENERAL PLAN OF THE
4 CITY OF SAN JACINTO SECOND CYCLE OF
j CALENDAR YEAR 1988 .
THE CITY COUNCIL OF THE CITY OF SAN JACINTO DOES HEREBY
f RESOLVE AS FOLLOWS :
! WHEREAS, Section 65361 of the Government Code provides
that no mandatory element of a General Plan shall be amended
more frequently than four times during any calendar year, and
that the City Council of the City of San Jacinto is amending
the General Plan for the second time this year .
10 WHEREAS, The Planning Commission held a public hearing
regarding Specific Plan 1-88 on April 4, 1988, regarding
11 General Plan Amendment 3-88 on April 4, 1988, and regarding
Specific Plan 2--88 on June 6, 1988 and July 5, 1988, which
12 cases contained proposals to amend the Land Use Element and
Circulation Element of the General Plan of the City of San
1031 Jacinto .
id WHEREAS, the Planning Commission made recommendations to
the City Council concerning amendments and has filed reports
15 with the City Council .
30 WHEREAS, The City Council on May 3, 1988 held a public
hearing regarding Specific Plan 1--88, on July 5th held a
17 public hearing regarding General Plan Amendment 3-88, and on
July 19th held a public hearing regarding Specific Plan 2-88 .

WHEREAS, the City Council made the determination that:

A. The existing land uses will be enhanced by approving
2(} Specific Plan 1-88, General Plan Amendment 3-88, and Specific
Plan 2-88 .

B . These amendments will enhance the logical growth of
22! the City.
23 C . Reasonable and proper use of the property will be
established by this resolution .

D Negative Declaration were granted on all three
25 proposals .
26 WHEREAS, the City Council reviewed each Planning
Commission recommendation including their Findings of Fact .

WHEREAS, advertisement for a public hearing on Specific
23 Plan 1-881 General Plan Amendment 3-88, and Specific Plan 2-
88 were published in accordance with Article 6, Chapter 3, of
291 Title 7, of the Government Code; and

NOW, THEREFORE,, BE IT RESOLVED BY THE CITY COUNCIL OF
2 THE CITY OF SAN JACINTO,. that the Land Use Element of the
General Plan is amended in accordance with Exhibits A, B. and
3 C.
BE IT FURTHER RESOLVED, the Circulation Element of the

General Plan is amended in accordance with Exhibits D and E.
0 BE IT FURTHER RESOLVED, the City Council incorporates by
ti reference the Findings of Fact recommended by the Planning
Commission pertaining to Specific Plan 1-88., General Plan
Amendment 3-8,r and Specific Plan 2-88 .
MOVED, PASSED AND ADOPTED this 19th day of July, 1988 by
the following vote :
91 AYES.- Councilmen Ford, Divine, Stevens and Redding
10 NOES : None
11 ABSENT: Councilman Stuart
12 ABSTAIN: None
