A RESOLUTION OF THE CITY COUNCIL OF
1 THE CITY OF SAN JACINTO OF INTEREST
IN THE PROCESSING OF THE "SOBOBA
2 SUMMIT" SPECIFIC PLAN ON NORTH
MOUNTAIN.

4 WHEREAS, an application for "Soboba Summit" , a
destination resort specific plan in the North Mountain area
5 overlooking San Jacinto have been submitted to the City for
consideration.
WHEREAS, this proposal includes the development of a
7 hotel, commercial space, housing, recreational amenities
including a golf course, a road from Soboba Road to the
8 development, and possibly a tramway from the bottom of the
mountain to the top.

WHEREAS, the North Mountain area is designated as
10 hillside area and a specific plan area and is subject to the
City's Hillside Development Regulations.

WHEREAS, an Environmental Impact Report is required
12 for this project.
13 WHEREAS, the Bureau of Land Management, under its
"Recreation 2000" program, is developing a plan to open up
14 federal land to public use.
15 WHEREAS, "Soboba Summit" provides opportunities to
cooperate with the Bureau of Land Management program.

WHEREAS, there are no similar types of developments in
17 the San Jacinto Valley.
18 WHEREAS, a destination resort will help the City meet
its housing allocation; bring tourism to the City; enhance
19 its revenue base; and create jobs for low/moderate income
households.

THE CITY COUNCIL OF THE CITY OF SAN JACINTO DOES
21 HEREBY RESOLVE
22 1. That it is interested in the application for "Soboba
Summit" specific proceeding through the zoning and EIR
23 process so it can adequately weigh the impacts on the
area versus the benefits, including the impacts on
24 public agencies that the development may have.
25 2 . Staff is directed to expedite applications for
annexation and to the extent possible, the specific
28 plan.
27 3 . Adoption of this resolution does not obligate the
Council to approve the "Soboba Summit" specific plan.

4 . The City will cooperate in facilitating use of
29 available public financing mechanisms for the
development, at no cost to the City, should the
30 development be approved.
31 5. The City will require the developer to execute a
development agreement to assure the quality of the
32 project, should it be developed.
