Planning Area 1 (Approx. 3580 acres) This area encompasses part of the northwest portion of the study area bounded by State Street to the east, Cottonwood Avenue to the south, Sanderson Avenue to the west and the San Jacinto River to the north. This is an area of rural residential and agricultural uses that is transitioning to urban uses. The topography is relatively flat and the development potential within the area is very good. Much of the land adjacent to the Ramona Expressway is expected to generate commercial and industrial uses as well the intersections at Cottonwood and Sanderson Avenues and at the Ramona Expressway and Sanderson Avenue. Residential development is expected to dominate the area south of the Ramona Expressway. Development in the northern portion is limited by the San Jacinto River. 2 . Planning Area 2 (Approx. 1224 acres) This planning area is located in the southwestern portion of the study area south of Cottonwood Avenue, west of Palm Avenue, north of Commonwealth Avenue extended, and east of Sanderson Avenue. The current area uses are predominately rural agricultural and residential with a transition into urban uses. The area is expected to develope with single family residential subdivisions with ancillary commercial uses at Sanderson and Cottonwood Avenues. 3 . Planning Area 3 (Approx. 530 acres) Except for a mobilehome park and some single family development in the northeastern portion, this planning area is dominated by industrial uses. It is located east of Planning Area 2, north of Commonwealth Avenue, south of Cottonwood Avenue, and west of Santa Fe Avenue. Important considerations include the interface with adjacent land uses and the location of a major regional park and recreation facility in the western portion of the area north of Esplanade Avenue. 4 . Planning Area 10 (Approx. 3387 acres) This planning area is located at the far north boundary of the city' s sphere of influence. It includes the San Jacinto River and the hillsides to the north, west of State Highway 79 and east to the approximate extension of San Jacinto Avenue. It is an area with major developmental constraints, including flooding, hillsides, seismic zones, limited access and lack of infrastructure. The growth potential is limited to small scale developments. ° 1 - ° 1 ° 1 1 1 i 4 ! f 1 [-- ,c AW J 1 f / e S L 1 L. 1 .1 _ Figure LU- 1 CITY OF SAN JACINTO PLANNING Al;f_As GENERAL PLAN
