GENERAL PLAN
NET DWELLING UNIT DENSITIES
Land Use Category Maximum Net Dwelling Units Per Acre
Rural Residential 2
Low Density Transitional 4
Low Density Residential 5
Medium Density Residential 14
High Density Residential 14+
This Table is based on net land area. The actual number of dwelling units per acre for a
given land use policy category is conditioned by several factors. The "net" land area (i.e.,
that area on which residences are actually located) does not include existing public streets
or any general plan streets, floodways, or utility corridors but would include privately held
recreation facilities, (e.g., swimming pools, recreation buildings, golf courses, etc.) and
private streets if such facilities are used and maintained exclusively for the residents of a
specific residential project and were not commercial in nature.
The actual densities for any given development may vary depending on the size,
configuration, and environmental factors associated with a particular site. Maximum
densities may be rounded to the nearest tenth (0.0) of the dwelling unit.
The actual number of dwelling units allowable on any given site or specific development is
dependent on the property's zoning.

4. LAND USE DESIGNATIONS
The Community Development Element designates nine categories
of land use. These include five categories of varying
densities of residential use, two categories of commercial
use, an industrial category, an open space category and a
public facilities category.
A. Residential Land Use
Five residential land use designations are defined to
meet Plan policies for housing: rural residential, low
density transitional, low density, medium density, and
high density.
1. Rural Residential (maximum 2 units per net acre) .
These units are designated for very low density
development. It comprises an area of small
agricultural operations and rural-oriented
residences. Many residents of these areas keep
horses and other farm animals.
2 . Low Density Transitional (2 . 1 to 4 . 0 units per net
acre) . This designation proposes densities which
range from a low similar to rural residential to a
high similar to traditional low density
residential. It allows the combination of rural
densities and uses with traditional single family
uses. For instance, it is anticipated that large
animals will be allowed on lots that are 20, 000
square feet or larger even though the site may be
zoned R-1. Additionally, this designation provides
for transitional zoning between rural and higher
intensity urban uses. For example, within this
designation the density would be lower adjacent to
rural residential while progressing to higher
density in closer proximity to the tradition low
density designation. This would result in
compatibility of land use and minimize land use
conflicts .
3 . Low Density Residential (2 . 1 to 5. 0 units per net
acre) . Areas designated low density residential
area generally for single-family detached
residential development. The designation is
defined for areas currently developed in this
matter that have established a strong neighborhood
identification. Approximately 3 , 600 acres of
vacant land are designated for low density
residential development. Ancillary neighborhood
commercial uses may also be included in this area
if they are directly linked to large scale
residential developments.
4 . Medium Density Residential (5. 1 to 14 . 0 units per
net acre) . This land use designation applies to
areas in which maximum development densities are
allowed up to 15. 0 units per acre. Housing types
within the designation include single-family
detached units, duplexes, triplexes and four-
plexes. The designation defines those areas
develop to medium densities that wish to preserve
as lower density character and appearance as well
as those areas in which new residential development
is anticipated.
5. High Density Residential (14 + units per net acre) .
This designation accommodates a variety of multi-
family housing types including garden style units
and townhouses.
