A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN JACINTO TO PARTICIPATE IN THE WESTERN
RIVERSIDE COUNCIL OF GOVERNMENT INTEGRATED AIR
QUALITY IMPLEMENTATION PROGRAM
WHEREAS, Riverside County Transportation Commission (RCTC) has been
designated the Congestion Management Agency responsible for the preparation of
the CMP of Riverside County; and
WHEREAS, State and Federal transportation agencies require expeditious
implementation of regional Air Quality Management Plan Transportation Control
Measures (TCMs) as Prescribed by law; and
WHEREAS, Western Riverside Council of Government(WRCOG) has been working
with local governments within the WRCOG Region to develop a model Air Quality
Implementation Program (AQIP) and TCM Action Plan; and
WHEREAS, Local governments must promote or enact measures which meet air
quality and congestion management objectives to preserve local autonomy and Land
use authority; and
WHEREAS, Cooperative public/private programs designed to meet air quality and
congestion management goals on a voluntary basis are preferable to federal, state,
and regionally mandated programs; and
WHEREAS, It is beneficial and desirable for all agencies to work together in a
cooperative and beneficial manner for the public, in achieving unified transportation
and air quality policies; and
WHEREAS, A commitment by Cities and the County to participate in development
of specific subregional implementation strategies or action plans to meet CMP and
AQMP objectives is critical to the interests of the WRCOG Region.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
SAN JACINTO DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City of San Jacinto agrees to promote public/private voluntary
programs designed to meet regional air quality and congestion management
objectives.
SECTION 2. The City of San Jacinto commits to developing trip reduction
program(s) for the City employees.
SECTION 3. The City of San Jacinto endorses the Subregional Air Quality Policies
established in the WRCOG Air Quality Implementation Program.
SECTION 4. The City of San Jacinto commits to maintaining the appropriate
reporting mechanism needed to support future air quality conformity findings for the
WRCOG Region.
SECTION 5. The City of San Jacinto commits to adopting an appropriate TDM
ordinance which implements local government responsibilities under the provisions
of the current State Implementation Plan for Air Quality by December, 1992.
SECTION 6. The City of San Jacinto agrees to consider adoption of other air quality
ordinances contained within the WRCOG Air Quality Implementation Program by
December, 1992.
SECTION 7. The City Clerk of the City of San Jacinto is hereby directed to transmit
certified copies of this resolution to the Riverside County Transportation Commission
and the Western Riverside Council of Governments.
SECTION 8. The City of San Jacinto agrees to participate in the development of an
integrated Air Quality Implementation Program and Transportation Control Measure
Action Plan for the WRCOG Region.
