A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SAN JACINTO ESTABLISHING
A POLICY FOR THE CLOSURE OF PUBLIC STREETS
WHEREAS, the City Council of the City of San Jacinto
wishes to provide for the safe and efficient flow of
traffic in the City; and
WHEREAS, the City Council of the City of San Jacinto is
vitally interested in insuring that vehicular access to
businesses within the City is not impeded; and
WHEREAS, construction within the public right-of-way
often disrupts both the flow of traffic and access to
businesses;
NOW THEREFORE BE IT RESOLVED that the City Council of the
City of San Jacinto establishes the following policy for
street closures:
a. Activities affecting access to commercial
businesses during the period between Thanksgiving
and New Year's Day can be authorized only by
specific approval on the final encroachment permit.
b. Activities affecting access to commercial
businesses during the first four working days of
the month can be authorized only by specific
approval on the final encroachment permit.
C. Construction affecting arterial streets must
provide for at least one lane of traffic in each
direction over a paved surface unless authorized by
specific approval.
d. In cases where work takes place in the public
right-of-way, a traffic control plan prepared by a
licensed traffic engineer in accordance with the
CALTRANS traffic manual may be required.

e. Full arterial street closures must be approved by
the City Council.

PASSED AND ADOPTED at a regular meeting of
the City Council on the 15th day of Septemher
1992 by the following vote:
AYES: Councilmembers Ford, Hafliger, Leahy, Richards,
Mayor Boykin
NOES: None
ABSENT: None
