A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN JACINTO, CERTIFYING THE FINAL
ENVIRONMENTAL IMPACT REPORT RELATED TO
CONCEPTUAL SPECIFIC PLAN 1-91 (SUNRISE RANCH
SPECIFIC PLAN) AND CHANGE OF ZONE 11-91
THE CITY COUNCIL OF THE CITY OF SAN JACINTO DOES HEREBY RESOLVE AS
FOLLOWS;
WHEREAS, Section 15090 of the California Environmental Quality Act
Guidelines provides the process for Certification of Final Environmental Impact Reports.
WHEREAS, the Notice of Completion commencing the 45 day public review
period for the Draft Environmental Impact Report was filed with the State Clearinghouse
on July 14, 1992.
WHEREAS, a public notice indicating the 45 day review period for the Draft
Environmental Impact Report had commenced was published on July 14, 1992 in a general
circulation newspaper and sent to all known interested individuals and organizations.
WHEREAS, on September 1, 1992, the City Council of the City of San Jacinto
reviewed and commented on the Draft Environmental Impact Report for Conceptual
Specific Plan 1-91 and Change of Zone 1.1-91.
WHEREAS, on September 16, 1992, the Planning Commission held a public
hearing on the Draft Environmental Impact Report, Conceptual Specific Plan 1-91 and
Change of Zone 11-91 and accepted testimony on the project and ordered the preparation
of the Final Environmental Impact Report.
WHEREAS, on October 14, 1992, the Planning Commission held a public
hearing on the Conceptual Specific Plan 1-91 and Change of Zone 11-91 recommending to
the City Council approval of said items and determined that the Final Environmental Impact
Report adequately evaluates environmental impacts related to the future development of
the project, provides adequate mitigation to the extent feasible and that those impacts which
cannot be feasibly mitigated are outweighed by the project generated benefits to the
community and further recommended that the City Council certify the Final Environmental
Impact Report.
!WHEREAS, all individuals, agencies and organizations which commented on
the Draft Environmental Impact Report were provided written responses to the comments
so made '10 days prior to the date of Certification of the Final Environmental Impact
Report.
WHEREAS, on October 20, 1992, the City Council of the City of San Jacinto
held a public hearing on the Conceptual Specific Plan 1-91 and Change of Zone 11-91 and
determined that implementing Specific Plan Land Use Designations and Zoning
Classifications should be adopted relative to area considered in the Final Environmental
Impact Report.
WHEREAS, the Final Environmental Impact Report has identified measures
to eliminate or substantially lessen all significant effects on the environment where feasible
relative to the Conceptual Specific Plan 1-91 and Change of Zone 11-91.
WHEREAS, the Final Environmental Impact Report has identified that
although the Conceptual Specific Plan 1-91 and Change of Zone 11-91 may significantly
impact the environment, a Statement of Overriding Considerations and Findings of Fact
have been incorporated into the Final Environmental Impact Report which determined that
any significant effects on the environment are unavoidable and are acceptable to the City
of the San Jacinto.
WHEREAS, the Final Environmental Impact Report consists of the following
documents:
A. The Draft Environmental Impact Report, identified as Exhibit A.
B. The City responses to comments relative to the Draft Environmental
Impact Report, identified as Exhibit B.
C. The Findings of Fact and Statement of Overriding Considerations
relative to significant effects which cannot be mitigated, identified as
Exhibit C.
D. Minutes of the October 20, 1992, City Council Meeting, identified as
Exhibit D.
WHEREAS, the Final Environmental Impact Report has been completed in
compliance with Public Resources Code Section 21000, et seq., the California Environmental
Quality Act.
NOW, THEREFORE, BE 1T RESOLVED, that the City Council of the City of San Jacinto
does hereby Certify the Final Environmental Impact Report related to Conceptual Specific
Plan 1-91 and Change of Zone 11-91.
MOVED, PASSED AND ADOPTED the 20th day of October, 1992.

CERTIFICATE
The foregoing is certified to be a true copy of Resolution No. duly
