A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN JACINTO APPROVING CONCEPTUAL SPECIFIC
PLAN 1-91, KNOWN AS THE SUNRISE RANCH SPECIFIC
PLAN, SUBJECT TO CERTIFICATION OF THE RELATED
FINAL ENVIRONMENTAL IMPACT REPORT, FINDINGS
OF FACT, AND CONDITIONS OF APPROVAL
NOW, THEREFORE, THE CPI'Y COUNCIL DOES RESOLVE AS FOLLOWS:
WHEREAS, pursuant to the Government Code the Planning Commission held public
hearings on September 16, 1992 and October 14, 1992, finally recommending the City
Council adopt Conceptual Specific Plan 1-91.
WHEREAS, on October 20, 1992 the City Council held a public hearing concerning
Conceptual Specific Plan 1-91.
WHEREAS, testimony was received from the public related to the Conceptual
Specific Plan proposal.
WHEREAS, the City Council adopted a Resolution certifying the Final
Environmental Impact Report related to the Conceptual Specific Plan 1-91.
WHEREAS, the Final Environmental Impact Report has identified measures to
eliminate or substantially lessen all significant effects on the environment where feasible
relative to the Conceptual Specific Plan 1-91.
WHEREAS, the Final Environmental Impact Report has identified that although the
Conceptual Specific Plan 1-91 may significantly impact the environment, a Statement of
Overriding Considerations and Findings of Fact have been incorporated into the Final
Environmental Impact Report which determined that any significant effects on the
environment are unavoidable and are acceptable to the City of the San Jacinto.
WHEREAS, the Conceptual Specific Plan 1-91 Final Environmental Impact Report
provides a sufficient degree of analysis to comply with the requirements of the California
Environmental Quality Act and the City Environmental Guidelines.
BE IT FURTHER RESOLVED AS FOLLOWS:
1. That the Conceptual Specific Plan (CSP) 1-91 will result in an increase in density for
the project area from agricultural uses to 3.7 dwellings per gross acre.
2. That a mapped seismic special studies zone dissects the subject site. To
accommodate the fault zone, the proponent provides 5.5 acres open space areas
diagonally across the development and adjacent to Sanderson Avenue. All structures
will be required to be constructed in accordance with the earthquake standards of
the Uniform Building Code. Foundation reinforcement be considered to minimize
the potential for liquefaction in those areas that are susceptible. The measures
indicated above have been included as Conditions of Approval for the CSP.
3. The Conceptual Specific Plan 1-91 will generate a need for a fire station in or near
the subject site. A condition has been added to require adequate fire protection
Prior to any occupancy of dwellings related to the CSP. The development is subject
to the fire mitigation fee and is required to join or form a public safety community
facilities district.
4. There will have to extensive upgrades to existing sewer and water facilities to serve
the site. The CSP has proposed a master sewer and water plan in conjunction with
the Northwest Plan. Proper facilities will have to constructed and extensions made
to service individual development proposals.
5. A biological report was conducted and discussed in the Final EIR which concluded
that the area is foraging habitat for raptors and that jurisdictional wetlands exist.
Mitigation of these impacts will be required including the provision or participation
in the establishment of new wetlands and foraging areas.
6. The project will impact the ability for the school district to provide adequate
educational facilities. The City and the School District entered into a Cooperation
Agreement which requires that all new developments participate in a financing
district. The CSP identified conceptual school sites to ensure school impacts are
considered and mitigated early in the development process.
7. The project will generate a need for improved flood control facilities. Flood control
impacts will be mitigated by the potential provision of an interim retention basin,
debris basins and grass lined channels throughout the development. The grass lined
channels will primarily convey flood waters but will also be used to provide bikeways
and trails across the development.
8. The CSP will generate an impact upon the park, recreation and library facilities of
the City. The necessary mitigation related to the development is 40 acres of active
recreation area. Improvements to the park space will include landscaping, ballfields,
hard courts and play lots subject to the requirements of the National Recreation and
Park Association Standards. The applicant will also have to work with the County
Free Library System to maintain the necessary level of service for library facilities.
9. An Environmental Impact Report was prepared pursuant to State law and is
intended to serve as an informational document by providing frill disclosure of the
potential impacts related to the project.
10. All significant effects on the environment due to the following issues will be lessened
to the extent feasible at the appropriate time.
a. Alteration of drainage patterns and downstream water quality.
b. Incremental decrease of biological resources.
C. Alteration of existing land use patterns.
d. Incremental decrease of natural resources.
11. The significant effects on the environment related to air quality, soils and agriculture,
and traffic and circulation which are found to be unavoidable are considered as
acceptable due to the potential benefits related to the project.
12. The project will not create any conditions that will be detrimental to the public
health, safety, and welfare.
13. The project is consistent with the goals, policies, and objectives of the General Plan
and implements the requirements of the Planned Community Development zone of
Ordinance No. 340.
14. The project is consistent with the City and the 2010 Committee Mission Statements
by providing a well planned and balanced community, offering additional educational,
recreational, employment and cultural opportunities.
BE IT FURTHER RESOLVED, that the City Council finds that Conceptual Specific Plan
1-91 duly implements the San Jacinto General Plan as follows:
1. Hazards Management Element - the project identifies seismic hazards and flood
hazards and mitigates them in various manners that meet standard engineering
practices.
2. Natural Resources Management Element - The project recognizes impact on air
quality due to increased traffic and will participate in any and all City Air Quality
Implementation Programs.
Native plant and animal species will be impacted but planting of native plant species
and preservation of large stands of trees where feasible will be undertaken to
preserve vegetation and habitat.
3. Aesthetics. Cultural and Recreational Resources Element - The project is required
to provide a minimum of 40 acres of park space. An additional 56 acres open space
in the development will be is available to future and existing residents as well.
4. Housing - Specific Plan 1-91 will provide 2988 residential units with a variety of
product types.
5. Circulation Element - The project will provide dedication and improvement of
adjacent streets to their ultimate cross-section and provide improvements and
upgrades at the Ramona Expressway/Sanderson Avenue intersection to eliminate any
hazardous situations. The project will also participate in a bridge and thoroughfare
district to minimize impacts on and provide improvements to the regional and local
roadway infrastructure.
6. Land Use Element - Specific Plan 1-91 meets the criteria for Specific Plans as
outlined in the General Plan. The development implements the land use
designations of the General Plan as established by the Northwest Area Plan.
BE IT FURTHER RESOLVED, that the City Council has reviewed and considered the Final
Environmental Impact Report in evaluating Conceptual Specific Plan 1-91 and the Final
Environmental Impact Report is an adequate and objective statement that complies with the
California Environmental Ouality Act and the City Environmental Guidelines.
BE IT FINALLY RESOLVED, that Conceptual Specific Plan 1-91, on file with the office of
the City Clerk, including the final conditions of approval and exhibits, is hereby adopted as
the Specific Plan of Land Use for the real property shown on the plan unless the plan is
repealed or amended.
