RESOLUTION OF THE SAN JACINTO CITY COUNCIL CALLING FOR FOR-
MATION OF A PROJECT AREA COMMITTEE FOR THE SAN JACINTO
REDEVELOPMENT PROJECT, AMENDMENT NO. 1,AND ADOPTING PRO-
CEDURES FOR SAID COMMITTEE
WHEREAS,the City Council of the City of San Jacinto has adopted a Survey Area, and
requested said to be studied to determine if a redevelopment project within said area
are feasible; and
WHEREAS, the San Jacinto Planning Commission has adopted Project Amendment
Area boundaries for the San Jacinto Redevelopment Project, Amendment No. 1 from
within said Survey Area; and
WHEREAS, Section 33385 of the California Health and Safety Code provides for the
formation of a Project Area Committee by the San Jacinto City Council; and
W'HEREAS, the City Council desires to form a Project Area Committee, which
Committee will advise and consult with the San Jacinto Redevelopment Agency
regarding redevelopment planning and policy for the San Jacinto Redevelopment
Project, Amendment No. 1.
NOW THEREFORE, IT IS HEREBY RESOLVED by the San Jacinto City Council
as follows:
SECTION 1: The San Jacinto City Council hereby calls for the formation
of a Project Area Committee.
SECTION 2: The City Council hereby adopts, as the procedure for forma-
tion of the Project Area Committee, the document attached hereto as Exhibit "A" and
made a part hereof.

REDEVELOPMENT AGENCY OF THE CITY OF SAN JACINTO PROJECT
AREA COMMITTEE FORMATION PROCEDURE
The California Redevelopment Law requires the City Council to establish a procedure
for the formation of the Project Area Committee (PAC) when the Agency proposes to
form a new project area or add area to an existing project area which new project or
addition would otherwise require the formation of a PAC. Under the law,the procedure
is required to describe the method and timing for the formation of the PAC including
the method and procedure for giving notice to the public regarding formation of the
PAC.
In keeping with the requirements of Community Redevelopment Law, the Redevelop-
ment Agency of the City of San Jacinto has approved the following procedures for the
formation of a PAC in San Jacinto where a substantial number of low- and moderate-
income residents couldbe displacedfrom an area proposed to be addedto a project area,
though not necessarily by the Agency. The procedure centers on providing notice and
conducting meetings necessary to formulate a PAC. The procedure includes the
following steps and requirements:
1. The Agency shall conduct at least one public meeting to explain the
establishment of, function of and opportunity to serve on the PAC. At the
meeting, the Agency shall distribute copies of this procedure, the draft
Amended Redevelopment Plan, or the pertinent portions thereof, and
materials relating to the disclosure of economic interests in the existing
Project Area and Project Amendment Area.
2. The Agency shall publish at least one time in a newspaper of local
circulation, notice of the formation meeting (in the form of a display ad)
where the establishment of the PAC is to be explained,where copies of the
draft Amended Redevelopment Plan, or pertinent portions thereof, are to
be distributed and where information regarding disclosure of economic
interest is to be made available.
3. The Agency shall provide written notice of the PAC formation meetingto
all mailing addresses in the existing Project Area and Project Amendment
