A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN

WHEREAS, the City Council has directed that the program consist
of a 50% rate discount for the first 5 (five) units of water consumption; and
WHEREAS, the City Council has defined eligible customers as

fixed income seniors, from the financial hardship and other negative
consequences that may be caused by the City's increase in water rates;
WHEREAS, the health, safety and welfare of the City and its
residents will be served by continuation of the program.

by the City Council of the City of San Jacinto, County of Riverside, State of

certainty that the Program has no potential for causing a significant effect on the
environment.
Section 5. This Resolution shall be effective immediately as of the date

CITY OF SAN JACINTO
LOW-INCOME SENIOR ASSISTANCE PROGRAM FOR WATER CHARGES
PURPOSE: To provide eligible customers a fifty percent (50%) discount on
charges for the first five units of water consumption.
ELIGIBILITY: A customer may evidence eligibility by providing proof of
participation in the California Alternate Rates for Energy (CARE) program for two
(2) other utilities, and a copy of customer's driver's license, or other valid form of
identification approved by the City, verifying age and residence. To be eligible
for the program, the customer must be sixty five (65) years of age or older.
CARE programs are offered by electricity and natural gas providers, and require
households to be below certain income levels. The most recent utility bill from
two (2) utilities showing CARE program participation must be provided, and must
be in the same name as the water account holder. Additionally, a copy of the
customer's driver's license or other valid form of identification must be provided
to verify age (sixty five (65) years or older) and residence. Program eligibility
expires after one (1) year, and recertification requires proof of current CARE
program participation with the most recent bills from two (2) utilities. Program
eligibility can be verified and substantiated through the mail.
ACCOUNT STATUS: The customer's account must be in "good standing" (with
no shut-offs performed) for the twelve (12) months prior to program application.
The account must also be in "good standing" to continue receiving the discount.
If the customer's account does not remain in "good standing," the City shall have
the right to terminate assistance to the customer under the program. The City
shall provide the customer written notice of such termination.
DISCOUNT: The discount provided to eligible customers is fifty percent (50%) of
water consumption charges for the first five (5) units, including the Water
Adjudication Surcharge. This discount will stay with the eligible customer and
can be transferred to another property, provided that account is in the same
name.
PROGRAM FUNDING: This assistance program is funded by delinquent
payment penalties and other similar charges received by the City's Water Fund.
TERM: Unless cancelled or modified by the City, this assistance program shall
remain in effect indefinitely.
