A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE
CITY OF SAN JACINTO APPROVING AN OWNER
PARTICIPATION AGREEMENT WITH THE PEACOCK
FINANCIAL CORPORATION
WHEREAS,the Redevelopment Agency of the City of San Jacinto ("Agency") is engaged
in activities necessary to execute and implement the Redevelopment Plan for the San Jacinto
Redevelopment Project ("Redevelopment Plan");
WHEREAS,in order to implement the Redevelopment Plan, the Agency proposes to enter
into an Owner Participation Agreement ("Agreement") with the Peacock Financial Corporation
("Peacock");
WHEREAS, the Agency and Peacock have negotiated the terms of the Agreement;
WHEREAS,the proposed Agreement contains all of the provisions, terms, conditions and
obligations required by State and local law; and
WHEREAS, the Agreement is exempt from the California Environmental Quality Act
("CEQA") pursuant to State CEQA Guidelines Sections 15301-15303,
NOW, THEREFORE, BE IT RESOLVED BY THE REDEVELOPMENT
AGENCY OF THE CITY OF SAN JACINTO AS FOLLOWS:
SECTION 1. The Agency hereby approves the Agreement in substantially the form
presented to the Board of Directors, together with such minor changes as may be approved by the
Executive Director of the Agency and Agency Counsel.
SECTION 2. The Chairman of the Agency is hereby authorized to execute the Agreement
on behalf of the Agency and to take all actions necessary to carry out the Agreement.
SECTION 3. The Secretary shall certify the passage and adoption of this Resolution and the
same shall thereupon take effect and be in force.
SECTION 4. Staff shall file a CEQA Notice of Exemption and take any other action
necessary to carry out or approve the Agreement pursuant to CEQA.
