RESOLUTION OF THE SAN JACINTO REDEVELOPMENT
AGENCY CONCERNING PROJECTS CONTEMPLATED
UNDER THE REDEVELOPMENT PLAN FOR THE SAN
JACINTO REDEVELOPMENT PROJECT AND MAKING
CERTAIN FINDINGS IN CONNECTION THEREWITH
WHEREAS, the Redevelopment Plan (the "Redevelopment Plan") for the San Jacinto
Redevelopment Project (the "Redevelopment Project") was adopted by Ordinance No. 754 of the
City Council of the City of San Jacinto, as adopted on June 28, 1983; and
WHEREAS, the Agency has commenced and is continuing with various projects,
activities, and programs to implement the Redevelopment Plan and the Redevelopment Project;
and
WHEREAS. the Agency has utilized and intends to continue to utilize such means as are
available in accordance with applicable laws to diligently pursue the implementation of the
Redevelopment Plan and the projects contemplated pursuant thereto; and
WHEREAS, the Redevelopment Plan provides in part as follows:
"Except for the nondiscrimination and nonsegregation provisions,
which shall run in perpetuity, the provisions of this Plan shall be
effective and the provisions of other documents formulated
pursuant to this Plan may be made effective for forty-five (45)
years from the date of the adoption of this Plan by the City
Council. Unless projects contemplated under the Redevelopment
Plan are undertaken within ten (10) years of the date of the
adoption of the amended Redevelopment Plan, then said projects
will not be undertaken thereafter unless a public hearing is
conducted by the San Jacinto Redevelopment Agency and the San
Jacinto City Council with notice of the public hearing being given
by publication and distribution. The purpose of said public hearing
is to consider the desirability of undertaking the proposed projects
in light of the conditions as they then exist.
WHEREAS, in alleviating the conditions of blight within the Project Area, it is not
practicable to commence certain specific projects on or before June 28, 1993 (the "Tenth
Anniversary"): and
WHEREAS, in view of such factors as the number and severity of blighting conditions
within the Project Area, obligations to taxing agencies, economic conditions within the region,
financial existences which affect available revenues and the timing of Agency projects, and the
availability of funding from other sources to promote certain projects and programs, it is
necessary, beneficial, and in furtherance of the public health, safety and welfare that the Agency
commence such projects, programs and activities from time to time as the Agency shall deem
appropriate (including without limitation those projects to be funded with proceeds from the San
Jacinto Redevelopment Project Area Tax Allocation Bonds, Issue of 1993) without regard to
whether such projects, programs, and activities have been or are commenced prior to the Tenth
Anniversary, so long as the Redevelopment Plan (as currently constituted or as it may hereafter
be amended) remains in effect; and
WHEREAS, the City Council and the Agency contemplated at the time of the adoption of
the Redevelopment Plan (as currently constituted or as it may hereafter be amended) shall remain
in effect for a period of not less than forty-five years from June 28, 1983; and
WHEREAS, the Agency and the City Council have considered the desirability of
undertaking the proposed projects in light of presently-existing conditions following a joint public
hearing by the San Jacinto Redevelopment Agency and the San Jacinto City Council following
publication in the Hemet News and distribution of such notice by means of posting at the
following three locations: 201 East Main Street, San Jacinto, California; 625 South Pico Street,
San Jacinto, California; 312 East Main Street, San Jacinto, California.
