Plan shall be a guideline to ensure that the objectives of the San Jacinto Re-

NOW, THEREFORE, BE IT RESOLVED, DETERMINED, AND ORDERED BY THE SAN
JACINTO REDEVELOPMENT AGENCY, AS FOLLOWS:
Section 1. The San Jacinto Redevelopment Agency hereby certifies that
the final Environmental Impact Report for the Soboba Springs Redevelopment
Plan and Project Area has been prepared and completed in compliance with the
California Environmental Quality Act ("CEQA") , and State and local regulations
and guidelines adopted pursuant thereto.
Section 2. The San Jacinto Redevelopment Agency hereby further certifies
that the information contained in the final Environmental Impact Report for
said Project has been reviewed and considered by the members of the San
Jacinto Redevelopment Agency.
2-4
Section 3. The San Jacinto Redevelopment Agency hereby further finds and
determines as '`follows with respect- to the adverse environmental impacts
detailed in the 'final Environmental Impact Report:
a) That the adverse environmental impacts of the Redevelopment Plan
and Project Area set 'forth in the Environmental Impact Report
including those 'raised in comments to the draft Environmental
Impact Report have been considered and recognized_ by the San
Jacinto Redevelopment Agency.
b) That none of said adverse impacts after mitigation will have a
significant effect or result in a substantial , or potentially
substantial , adverse change in the environment.
c) The Agency hereby makes the written findings set forth in Exhibit
A, attached hereto and 'incorporated by reference herein , for each
of the significant effects set forth in said Exhibit A, and further
approves the statement of facts set forth in said Exhibit A. Based
on such findings and statement of facts, the Agency hereby finds
that significant environmental effects have been reduced to an
acceptable level in that all significant environmental effects have
been eliminated or substantially lessened. Based on the foregoing,
the Agency finds and determines that the Soboba Springs Redevelop-
ment Project will not have a significant effect upon the environ-
ment.
d) That as to those adverse environmental impacts of the Redevelopment
Plan and Project Area which cannot be entirely mitigated, the
public safety and general welfare could best be served by the adop-
tion of the Redevelopment Plan and Project Area set forth in detail
in the final Environmental Impact Report.
e) In the event it is determined that significant environmental
effects are not mitigated or substantially lessened, the Agency
hereby finds that, based on the Final EIR and/or other information
contained in the record, its action to approve and carry out the
Redevelopment Plan is supported because the Redevelopment Plan
will : 1) correct physical and environmental deficiencies in the
Project Area; 2) eliminate blighting influences in the Project
Area; 3) improve pedestrian and vehicular circulation in the
Project Area; 4) cause the installation, construction; or replace-
ment of presently inadequate or deteriorating circulation
improvements; 5) cause the development and/or improvement of
housing for persons and families of low or moderate income; 6)
assemble land into parcels suitable for modern, integrated commer-

EXHIBIT A
FINDINGS ON SIGNIFICANT EFFECTS
Description of significant effect:
Significant improvements to access and circulation within the Project Area as
a result of public projects anticipated under the Redevelopment Plan.
The Agency finds that as to such significant effect identified above:
CX] Changes or alterations have been required in, or incorporated into,
the project which mitigate or avoid the significant environmental
effects thereof as identified in the Final EIR.
C ] Such changes or alterations are within the responsibility and
jurisdiction of another public agency and not the agency making the
finding. Such changes have been adopted by such other agency or
can and should be adopted by such other agency.
C ] Specific economic, social , or other considerations make infeasible
the mitigation measures or project alternatives identified in the
Final EIR.
The facts supporting such findings are as follows:
1) The projects anticipated under the Redevelopment Plan are the mitigation
measures to eliminate access and circulation hazards and deficiencies
which hamstring development potential within the Project Area.
2) Although improvements proposed will alleviate many inherent circulation
deficiencies, the environmental impact report recommends that all future
traffic increases are monitored and mitigated through street widening,
intersection signalization, parking improvements and specific review of
all future development proposals with consideration for needed
improvements.
3) The proposed circulation improvements are in conformance with the City
Master Plan of Streets and County Highway Plan.
These findings are supported by substantial evidence in the record of the pro-
ceedings before the Agency.
EXHIBIT A
FINDINGS ON SIGNIFICANT EFFECTS
Description of significant effect:
Significant visual effects of a beneficial nature to the Project Area by pro-
viding new development, public improvements and landscaping of underutilized
lands.
The Agency finds that as to such significant effect identified above:
[X] Changes or alterations have been required in, or incorporated into,
the project which mitigate or avoid the significant environmental
effects thereof as identified in the Final EIR.
[ ] Such changes or alterations are within the responsibility and
jurisdiction of another public agency and not the agency making the
finding. Such changes have been adopted by such other agency or
can and should be adopted by such other agency.
[ ] Specific economic, social , or other considerations make infeasible
the mitigation measures or project alternatives identified in the
Final EIR.
The facts supporting such findings are as follows:
1) The anticipated projects and development occurring through implementation
of the Redevelopment Plan are mitigation measures to alleviate visual
conditions of disuse which exist in the Project Area.
2) Construction barricade walls, landscaping, and expedient construction
phasing will be utilized to eliminate interim conditions of visual blight
associated with such construction activities.
3) Setback requirements, native planting materials, and site design will be
utilized to create impressions of open space and reduce loss of visual
open space to acceptable level .
4) Development activities will occur in accordance with the -General Plan
designations set forth.
These findings are supported by substantial evidence in the record of the pro-
ceedings before the Agency.
EXHIBIT A
FINDINGS ON SIGNIFICANT,EFFECTS
Description of significant effect:
Significant effects on short-term air quality as a result of public projects
and future construction activities with insignificant incremental long-term
effects on the basin as a result of automobile emissions.
The Agency finds that as to such significant effect identified above:
[XI Changes or alterations have been required in, or incorporated into,
the project which mitigate or avoid the significant environmental
effects thereof as identified in the Final EIR.
1) Measures taken to reduce dust created from grading and construction acti-
vities by continued wetting of lands being developed.
i
2) Use of muffling and exhaust filtering devices to reduce noise and exhaust
emissions from heavy equipment operations.
3) All development will be in accordance with the land use designated by the
General Plan. _
