¢ WHEREAS, the Redevelopment Agency of the City of San Jacinto has pre-
5 pared By-Laws for said Agency; and
6 ; WHEREAS, the Redevelopment Agency deems it necessary t adopt these

10�1 NOW, THEREFORE, THE REDEVELOPMENT AGENCY OF `HE CITY OF SAN JACINTO:
CALIFORNIA. DOES RESOLVE AS FOLLOWS:
12' Section I . The By-Laws of the San Jacinto Redevelopment Agency are
13 hereby adopted and shall be made available for public inspection.
14 Section 2. The Secretary of the Agency shall certify to the adoption
15 OF this Resolution.

BY-LAWS
of the
SAN JACINTO REDEVELOPMENT AGENCY
CITY OF SAN JACINTO, CALIFORNIA

or rooms as may .be approved from time-to-time by the Agency Members. The
Agency shall enter into a lease with the City for the use of such space rat
a reasonable rental .
E. (Section 105) Relationship with the City
The Agency and the City shall enter into an agreement establishing
relationships between the City and Agency to ensure that the redevelopment
activities of the Agency are carefully coordinated with the activities of the
City. The agreement shall establish the manner in which services of City of-
ficers and facilities will be furnished and the basis upon which the cost of
such services will be reimbursed to the City by the Agency.
ARTICLE :. (Section 200) OFFICERS
A. (Section 201 ) Officers - Appointment, Election
The officers of the Agency are the Chairman, the Vice Chairman, the
Treasurer, the Secretary and the Executive Director. The Mayor of the City
shall act as the Chairman of the Agency; the Mayor pro Tempore shall act as
the Vice Chairman; the Finance Director shall be the Treasurer of the Agency,
The City Manager of the City shall be the Executive Director of the
Agency. The Agency may appoint or authorize the appointment of such other
officers or employees as may be appropriate.
B. (Section 202) Duties
The Chairman shall preside at the Agency meetings and perform such
other duties as are appropriate.
The Vice Chairman, in the absence or incapacity of the Chairman or
upon delegation from the Chairman, shall perform the duties of the Chairman.
The Treasurer shall supervise the fiscal affairs of the Agency and
shall also supervise the care and custody of all moneys of the Agency. The
Treasurer shall cause adequate, correct and regular accounts of the properties,
monies and transactions of the Agency to be kept and maintained. The Treasurer

Regular meetings shall be held in the City Hall in the City Council
Chambers on the first and third Tuesday following the first Monday of each
month at the hour of 8:00 p.m.
B. (Sect-ion 502) Special Meetings
A special meeting may be called in the time and manner provided by
law.
C. (Section 503) Quorum
Three (3) members of the Agency shall constitute a quorum, for the
purpose of conducting its business, exercising its powers and for all other
purposes. Acton may be taken by the Agency only upon a favorable vote of
a majority of a quorum present and voting.
D. (Section 504) Order of Business
The following shall be the general order of business at Agency meetings:
(1 ) Roll Call
(2) Approval of Minutes
(3) Treasurer's Report
(4) Projects
(5) General
(6) Adjournment
E. (Section 505) Brown Act
The provisions of the Ralph M. Brown Act (Section 54950 et seq. ,
of the Government Code) shall apply to the Agency.
ARTICLE VI. (Section 600) AMENDMENTS OF THE BY-LAWS
These By-Laws may be amended by the Agency at an Agency meeting,
after at least seven days ' written notice of the general nature thereof
sent has been given all Members of the Agency.

APPROVING AND AUTHORIZING A COOPERATIVE AGREEMENT TO
2 BE EXECUTED BY AND BETWEEN THE SAN JACINTO REDEVELOP-
MENT AGENCY AND THE CITY OF SAN JACINTO PURSUANT TO
3 SECTION 33220 OF THE CALIFORNIA HEALTH AND SAFETY CODE ;

4! WHEREAS, the City of San Jacinto created the San Jacinto Redevelopment
51 Agency on May ath, 1982, by Ordinance No. 725 for purposes of pursuing re-
6 development activities in the community; and
7 ` WHEREAS, the City Council of the City of San Jacinto has designated rede-
8 velopment Survey Area ;tf and has directed the Redeve?ppment ftgency to formulate

10i I,HEREAS. in the course of fulfilling the requirenerts to effectuate a re-
11 development plan and conducting redevelopment activities certain relationships
12i must be outlined between the San Jacinto Redevelopment Agency and the City of
13� San Jacinto: and
lit WHEREAS, pursuant to Section 33220 of the California Health and Safety

151. Code, the San Jacinto Redevelopment Agency may enter into Agreements with the:
16 San Jacinto City Council for the purpose of aiding and cooperating in the plan-
17 Wing, undertaking, can=_truction or operation of redevelopment prpjects and may,
18 pursuant to Sections 33600 and33601 , accept financial or other assistance to
191; carry out the purpose of the Redevelopment Agency.
20i NOW, THEREFORE, BE IT RESOLVED, DETERMINED AND ORDERED BY THE SAN JACINTO
21 REDEVELOPMENT AGENCY, AS FOLLOWS:
22 Section 1 . An Agreement hereinafter referred to as "Cooperative Agreement"
23 is hereby approved as set forth in Attachment "A" and shall create and e_tab-
24 lish the working relationship by and between the San Jacinto Redevelopment
25 Agency and the City Council of the City of San Jacinto.
26 : Section 2. The Chairman is hereby authorized and directed to enter into
27 this Cooperative Agreement with the City of San Jacinto on behalf of the San
28 Jacinto Redevelopment Agency as outlined.
29 PASSED, APPROVED AND ADOPTED this 7th da ofltober 1982.
