A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE

ENHANCED SENIOR HOME REPAIR GRANT PROGRAM
WHEREAS, the City of San Jacinto Redevelopment Agency ("Agency") is
engaged in the activities necessary to execute and implement the redevelopment
plan ("Redevelopment Plan") for the Agency's San Jacinto Redevelopment
Project Area ("Project Area"); and
WHEREAS, the Agency is undertaking certain activities necessary for
redevelopment in the Project Area pursuant to the provisions of the California
Community Redevelopment Law (Health & Safety Code, §§ 33000 et seq.)
("CRL") and the Redevelopment Plan; and
WHEREAS, in April of 2005, the Board of the Redevelopment Agency of
the City of San Jacinto ("Agency Board") adopted the Enhanced Senior Home
Repair Grant Program (the "Program") in order to provide grants from the
Agency's Low and Moderate Income Housing Fund ("Low-Mod Housing Fund")
of up to Three Thousand Dollars ($3,000) to qualified low-income seniors to be
used for home and mobile home rehabilitation work; and
WHEREAS, under the Agency's budget for the current year, Eighty
Thousand Dollars ($80,000) is allocated for the Program; and
WHEREAS, due to the popularity of the Program with the City's low-

the needs of this population and Agency staff is requesting allocation of an
additional One Hundred Thousand Dollars ($100,000) for the Program; and
WHEREAS, unless additional funding is allocated to the Program, it is
anticipated that all of the Program's allocated funding will be expended many

year's budget; and

2005, which funding can be allocated to the Program for the current budget year;
and
WHEREAS, allocating additional funds to the Program will be of benefit to
the Project Area, as the rehabilitation work carried out as part of the Program
reduces physical blight in the Project Area.
NOW, THEREFORE, BE IT RESOLVED, by the Board of the
Redevelopment Agency of the City of San Jacinto:
Section 1. Incorporation of Recitals. The recitals set forth above are
true and correct and are incorporated by this reference as though fully set forth in
this Resolution.
Section 2. Funding Allocation. The Agency Board hereby approves
the allocation of an additional One Hundred Thousand Dollars ($100,000) of
Low-Mod Housing Funds for the Program, and hereby directs the Agency's
Finance Director to make the appropriate transfer of funds into Project No. 04-
093; Account Number 099-9700-470-4001.
Section 3. Further Acts. The Executive Director of the Agency is
authorized (with the concurrence of the City Attorney) to execute and deliver on
behalf of the Agency any documents and instruments as may be necessary or
convenient in the furtherance of the actions authorized by this Resolution.
Section 4. CEQA Compliance. The Agency has determined that
pursuant to Section 15378(b)(4) of the California Environmental Quality Act
("CEQA") Guidelines the funding allocation contemplated in this Resolution is not
a "Project" subject to CEQA review and is therefore exempt from CEQA
requirements because it is a government funding mechanism or other
governmental fiscal activity which does not involve any commitment to any
specific project which may result in a potentially significant impact on the
environment.
Section 5. Notice of Exemption. The Agency Board hereby authorizes
and directs Agency staff to file a Notice of Exemption with the County Clerk of
Riverside County within five (5) working days following adoption of this
Resolution.
This Resolution shall take effect immediately upon its adoption by the Agency
Board.
