A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN JACINTO ELECTING TO BECOME SUBJECT TO THE
UNIFORM PUBLIC CONSTRUCTION COST ACCOUNTING
PROCEDURES CONTAINED IN CALIFORNIA PUBLIC
CONTRACT CODE, SECTION 22000 ET SEQ.
WHEREAS, prior to the passage of Assembly Bill No. 1666, Stats. 1983,
which added Chapter 2 commencing with Section 22000 to Part 3 of Division 2 of the
Public Cortract Code, existing law did not provide a uniform cost accounting standard for
construction work performed or contracted by public agencies, and
WHEREAS, Public Contract Code, Section 22000 et seq., the"Uniform Public
Construction Cost Accounting Act" establishes such a uniform cost accounting standard;
and
WHEREAS, the Commission established under the Act has developed
uniform public construction cost accounting procedures for implementation by local public
agencies in the performance or in the contracting for construction of public projects; and
WHEREAS, the City Council of the City of San Jacinto wishes to subject itself
to the "Uniform Public Construction Cost Accounting Act" (the"Act") by informing the State
Controller and adopting an ordinance to implement the accounting and bidding procedures
required by the Act; and
BE IT NOW THEREFORE RESOLVED AS FOLLOWS:
SECTION 1 . The City Council of the City of San Jacinto hereby electsunder
Public Contact Code, Section 22030, to become subject to the uniform public construction
cost accounting procedures set forth in the Act and to the Commission's policies and
procedures manual and cost accounting review procedures, as they may each from time to
time by amended.
SECTION 2. This Resolution shall take effect upon its adoption. The City
Council hereby directs the City Manager to begin implementing the accounting and bidding
procedures thirty (30) days after the adoption of Ordinance No. 1092 amending Chapter
3.08 of the San Jacinto Municipal Code regarding bidding, contracting and purchases of
supplies, services and equipment.
SECTION 3. The City Council further directs the City Clerk to notify the State
Controller forthwith of this election at: Office of the State Controller, Division of Accounting
& Reporting, Bureau of Accounting Standards, Section of Governmental Accounting
Procedures & Standards, P.O. Box 942850, Sacramento, CA 94250 - 5875.
ADOPTED, SIGNED AND APPROVED at a regular meeting of the City
Council of the City of San Jacinto duly held this 2nd day of August, 2001 .
