WHEREAS, all other legal prerequisites to the adoption of this Resolution
have occurred.
NOW, THEREFORE, BE IT RESOLVED determined and ordered by the
City Council of the City of San Jacinto:
SECTION 1. Based on the entire record before the Planning Commission,
all written and oral evidence presented, and the findings
made in this Resolution, the Planning Commission of the
City of San Jacinto has recommended the City Council
approve the specific plan to be known as The Cove Specific
Plan.
SECTION 2. Based on the entire record before the City Council and all
written and oral evidence presented, the City Council finds
the Specific Plan promotes the goals and objectives of the
General Plan for the following reasons:
A. The specific plan is consistent with the Land Use Element Policy
No. 13 which states: "The use of privately initiated Specific Plans
shall be encouraged for all large-scale planned developments"; and
further: "The use of the specific Plan Concept is an integral part of
the Land Use Element and is intended to help insure that potential
development is in keeping with General Plan Goals and Policies".
B. The Specific Plan helps promote and achieve the following goals
and policies of the General Plan:
1. The Housing Element Policy of "The provision of a variety of
housing opportunities by type, tenure, and cost to households
throughout the City" by providing for a range of lot sizes within
the development;
2. The Land Use Element Policy that "Existing Agricultural uses
will be permitted to remain in agricultural at the owner's
discretion. Transition of agriculture to more urbanized uses is
expected and consistent with City objectives for the future" by
providing for an orderly transition of land use.
3. The Aesthetic, Cultural, and Recreational Resources Element
policy: "Protect the sensitive hillside areas of the San Jacinto
community" by maintaining the steeper slopes as a natural or
revegetated backdrop.

SECTION 3. An environmental analysis has been conducted relying, in
part, on the Program EIR prepared for Annexation 66 which
evaluated information and impacts that were known at that
time, in addition to new information and studies conducted
based on the specifics of this proposed project. This
analysis determined that, although the proposed project
could have a significant effect on the environment, there will
not be a significant effect in this case because revisions in
the project have been made by or agreed to by the project
proponent and other effects will be mitigated to a level of
less than significant impact. Therefore, a Mitigated Negative
Declaration and its associated Mitigation Monitoring Plan is
recommended.
SECTION 4. The location and custodian of the documents and any other
material which constitute the record of proceedings upon
which the Planning Commission based its decision is as
follows: Planning Director, City of San Jacinto Planning
Department, 248 E. Main Street, San Jacinto, CA 92583.
(909) 487-7330.
SECTION 5. Effective Date. This Resolution shall become effective upon
its adoption.
