In September 1987, CFD No. 88-1 ("Community Facilities District") was formed by the City. The purpose of the CFD was to finance the construction of certain street, parkway and median landscaping, storm drainage, and debris basin improvements, and public safety equipment and staffing as Conditions of Approval for Tract Map 2 t900-1 and 21900. Due to slow home sales within the CFD and financial difficulties experienced by the original developer of the project, the amount of special taxes collected had been insufficient to allow for the construction of the originally designed improvements. The formation of AD 94-1 is the result of meetings between the City and the Soboba Springs homeowner's committee. The bond proceeds for AD 94-1 were used to "buy out" and discharge the existing CFD liens and construct the improvements which were to have been constructed with CFD bond financing, with certain approved modifications. ... 'The following improvements were constructed with proceeds from the sale of bonds: • Street improvements: Construction of approximately 2,720 linear feet of Soboba Road fronting the Soboba Springs project and golf course; primarily on the west side of(he street centerline. + Drainage improvements: Construction in and near Soboba Road, generally north of the Soboha Springs project on the west side of the road, including 94" and 72" RCP storm drains, 10' X 7' box culverts, paved channel, excavation, and appurtenant improvements. • Other: Miscellaneous utility relocations necessary to construct the improvements descried above. Method of Assessment Spread The special benefits that inure to the property owners within the boundary of Assessment District 94-1 are the construction of street and landscaping, storm drain, and the necessary appurtenant work to provide complete, functional improvement for all residences within Tract 21900-0 and 21900 (Soboba Springs Project) and for the Soboba Springs Golf Course. The construction cost and proportionate share of the incidental costs for all items are spread on assessment unit basis to those areas or sub areas of the Assessment District that benefit from the works of improvement. The benefit received lrom the above-cited works of improvement is estimated to be in direct proportion to the number of assessment units per parcel. Exhibit A Assessment District No. 94-1 Calculation of Annual Assessments The annual assessment amount for each unpaid pareel within AD 94-1 is based on a repayment schedule which shows the amounts to be collected each year to pay off the parcel's share of the bonded debt. To determine net assessment amounts for each parcel, the following steps are taken: • The parcel's principal and interest payment for the year is taken from its original repayment schedule. • Subtract a pro rata share of the interest earnings credited toward the assessments, if any. • Add the parcel's pro rata share of paying agent, City staff and other costs of managing the assessment district per §8682.1 of the California Streets and Highwaye Cvde. • Add the parcel's administration fee per §8682 of the California Streets and Highways Code, which is equal to the lesser of$16.00 or 5%n of principal plus interest. The amount of installments for all parcels is totaled to arrive at the aggregate assessment levy_ Debt Service_Re,q irements The actual amounts due from active parcels during the 3002/0:3 tax year are shown below.
