of San Jacinto General Plan ("Amendment") initiated by Silverstone Development
Co., Inc for property proposed to be annexed to the City and being a portion of the

WHEREAS, all other legal prerequisites to the adoption of this Resolution
have occurred.
NOW, THEREFORE, BE IT RESOLVED, ordered and determined by the
City Council of the City of San Jacinto:
SECTION 1. Based on the entire record before the Planning Commission,
w all written and oral evidence presented, and the findings made
in this Resolution, the Planning Commission of the City of San
Jacinto has recommended the City Council approve the
Amendment to the General Plan to add 16.56 acres of
property described in the attached legal description, Exhibit
"A" and depicted in the attached Exhibit "B" to the General
Plan Land Use map and to designate said property as "Low
Density Residential'.
SECTION 2. The property associated with this proposal is within the City's
sphere of influence.
SECTION 3. On December 2, 2004, the City Council adopted a Resolution
of Application to LAFCO for the proposed annexation.
SECTION 4. Based on the entire record before the City Council and all
written and oral evidence presented, the City Council finds the
Amendment promotes the goals and objectives of the General
Plan and leaves the General Plan a compatible, integrated,
and internally consistent statement of policies for the following
reasons:
A. The Amendment is integrated and compatible with the Land
Use Element in that it provides an appropriate orientation and
relationship between land uses within and adjacent to the
Subject Site, and the property associated with this request is
an integral and necessary part of the proposed development.
B. The Amendment is integrated and compatible with the
Circulation Element in that the density and distribution of uses
within the Subject Site will generate traffic that will use the
internal circulation system of the project without exceeding the
capacity of that system, and the additional property improves
the circulation to the northerly portion of the site.
C. The Amendment is integrated and compatible with the
Housing Element in that it provides for development
consistent with the existing and projected housing needs of
the community and region and is consistent with the Housing
Element Policy of A . . . providing a variety of housing
opportunities by type, tenure, and cost to households
throughout the City[ by providing for low density development
in this area of the city not previously available.
D. The Amendment is integrated and compatible with the
`"" Conservation Element in that the proposed residential
development will promote the orderly conservation,
1%W development, and utilization of natural resources as the
variety of lot sizes allow a greater number of lots to be
developed on a lesser amount of land without exceeding the
density of the General Plan, providing a savings of land
resources.
E. The Amendment is integrated and compatible with the Open
Space Element in that it provides for several park and
recreation opportunities on-site, a landscaped scenic setback
along the Ramona Expressway, and a bike path along the
expressway and through the development to the park at the
northerly end of the development
F. The Amendment is integrated and compatible with the Safety
Element in that it provides an appropriate land use distribution
and orientation which protects the community from
unreasonable risks associated with seismic, geologic, flood,
and wildfire hazards because the development has addressed
flooding issues, and will be subject to seismic standards for
safety from strong ground shaking potential.
SECTION 5. Based on the entire record before the City Council and all
.. written and oral evidence presented, the City Council finds the
Amendment complies with CEQA for the following reasons:
An environmental analysis has been conducted which
evaluated information and impacts based on the specifics of
this proposed project. This analysis determined that, although
the proposed project could have a significant effect on the
environment, there will not be a significant effect in this case
because revisions in the project have been made by or
agreed to by the project proponent and other effects will be
mitigated to a level of less than significant impact. Therefore,
a Mitigated Negative Declaration and its associated Mitigation
Monitoring Plan is hereby adopted.
SECTION G. The location and custodian of the documents and any other
material which constitute the record of proceedings upon
which the Planning Commission based its decision is as
follows: Planning Director, City of San Jacinto Planning
Department, 248 E. Main Street, San Jacinto, CA 92583.
(909) 487-7330.
SECTION 7. Effective Date. This Resolution shall become effective upon
its adoption.
