A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
JACINTO, CALIFORNIA, APPROVING AND ADOPTING
PROCEDURES FOR THE FORMATION AND ELECTION OF MEMBERS
TO A PROJECT AREA COMMITTEE FOR THE MERGED SAN
JACINTO AND SOBOBA SPRINGS REDEVELOPMENT PLANS
WHEREAS, pursuant to the provisions of the California Community
Redevelopment Law (Health and Safety Code section 33300 et seq.) ("CRL"), on June
28, 1983, the City Council of the City of San Jacinto ("City Council") adopted a
Redevelopment Plan for the San Jacinto Redevelopment Project Area by Ordinance
No. 754, which has subsequently been amended from time to time; and
WHEREAS, on December 27, 1983, the City Council adopted a Redevelopment
Plan for the Soboba Springs Redevelopment Project Area by Ordinance No. 767, which
has subsequently been amended from time to time; and
WHEREAS, the Redevelopment Agency of the City of San Jacinto ("Agency") is
considering the merger of the San Jacinto Redevelopment Project Area and the Soboba
Springs Redevelopment Project Area into a single project area (the "Merged Project
Area") in order to: (i) adopt a single Merged, Amended and Restated Redevelopment
Plan ("Merged Redevelopment Plan"); (ii) update and expand the capital improvement
projects list for the Merged Project Area; and (iii) re-instate eminent domain power in the
Merged Project Area for a 12 year period, commencing with the effectiveness of the
ordinance adopting the Merged Redevelopment Plan, if applicable; and
WHEREAS, the Merged Redevelopment Plan proposes to allow the Agency to
acquire, by eminent domain, residential properties in the Merged Project Area in which
a substantial number of low- and moderate-income persons live, which requires the City
Council to call upon the residents, business owners and community organizations within
the Merged Project Area to form a project area committee pursuant to CRL Section
33385.3; and
WHEREAS, CRL Section 33385(b) requires that the City Council adopt
procedures for the formation of and election to the project area committee; and
WHEREAS, the Agency has, pursuant to CRL Section 33385, prepared the
"Procedures for the Formation and Election of the Project Area Committee for the
Proposed Merged, Amended, and Restated Redevelopment Plan for the San Jacinto
Merged Redevelopment Project," which is attached hereto and incorporated herein by
this reference (the "PAC Formation Procedures"),

NOW, THEREFORE, BE IT RESOLVED determined and ordered by the City
Council of the City of San Jacinto that:
low SECTION 1. The City Council hereby determines that a Project Area Committee
shall be Formed for the Merged Project Area.
SECTION 2. The City Council hereby approves and adopts the Project Area
Committee Formation Procedures.
SECTION 3. The City Clerk shall certify as to the adoption of this resolution.
This resolution shall be effective immediately upon adoption.

following vote:
