A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SAN JACINTO, CALIFORNIA, ESTABLISHING THE
APPROPRIATIONS LIMIT FOR FISCAL YEAR 2010-2011
WHEREAS, Article XIIIB of the California Constitution provides for
establishment of a formal appropriations limit from the proceeds of taxes; and
WHEREAS, a formal appropriations limit has not been established
for Fiscal Year 2010-2011; and
WHEREAS, the California Department of Finance has provided per
capita personal income and population change data for calculating the allowed
increases in the appropriations limit for fiscal year 2010-2011; and
WHEREAS, the California personal income tax factor has
decreased for fiscal year 2010-2011; and
WHEREAS, the City of San Jacinto elects to select the methods of
calculation using 1) the decrease in the California Per Capita Income in lieu of
the decrease in the non-residential assessed valuation due to new construction
within the City and 2) the population growth of the City in lieu of the population
growth within the County of Riverside, and
WHEREAS, attachment A to this resolution provides the calculation
for the 2010-2011 appropriations limit;
NOW, THEREFORE, BE IT RESOLVED, determined, and ordered
by the City Council of the City of San Jacinto, County of Riverside, State of
California, as follows:
The appropriations limit from proceeds of taxes is hereby established as
$34,723,549 for fiscal year 2010-2011.
