THE CITY OF SAN JACINTO:
SECTION 1. Findings. The City Council hereby consents to the Agency's
financing of the Improvements in an additional amount of Thirty Six Thousand Seven
Hundred Dollars ($36,700), and finds the following:
(a) In accordance with CRL Section 33445, the City Council finds and
determines, based on the information contained in the staff report accompanying this
Resolution, as well as the oral presentation of staff and other such written and oral
evidence as presented to the City Council, the following:
(1) The Agency's financing of the Improvements is necessary to
effectuate the purposes of the Redevelopment Plan because such financing will assist
in improving the physical condition of the Center, and thus the Project Area by
rehabilitating the deteriorating condition of the Center. The Improvements will: (a)
improve the quality of life in the Project Area; (b) contribute to the long-term success of
the Project Area; (c) eliminate blighting conditions in the Project Area; (d) provide
greater access to this community use located in the Project Area.
(2) The City has determined that there are no other reasonable
means of financing the total costs related to the Improvements available to the City.
(3) The Agency's financing of the Improvements will assist in the
elimination of blighting conditions in the Project Area and is consistent with the Agency's
Implementation Plan for the Project Area.
SECTION 2. Further Acts. The City Manager is hereby authorized, with the
concurrence of the City Attorney, to take such further actions and execute such other
agreements as may be necessary or appropriate in administering the actions authorized
by this Resolution.
2
SECTION 3. CEQA Compliance. The City hereby finds that the Agency's
financing of the Improvements is exempt from the requirements of the California
Environmental Quality Act ("CEQA"), pursuant to State CEQA Guidelines Section
15301, because the Improvements will be part of an existing public facility, and the
Improvements involve negligible or no expansion of an existing use.
SECTION 4. Notice of Exemption. City staff is hereby directed to file a Notice
of Exemption within five (5) days following the adoption of this Resolution.
SECTION 5. Effective Dafs. This Resolution shall take effect upon its adoption.
