A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN JACINTO, CALIFORNIA, APPROVING AN
AMENDMENT TO THE LAND USE ELEMENT OF THE
GENERAL PLAN TO ADD CERTAIN REAL PROPERTIES AS
SPECIFIED HEREIN TO THE LAND USE MAP DESIGNATED
FOR SPECIFIC PLAN. FILE NO. 05-04 GPA. (PC Resolution
09-23)
WHEREAS, local governments are authorized by Government Code
section 65350 et seq., to prepare, adopt and amend general plans; and
WHEREAS, the proposed amendment to the Land Use element of the
City of San Jacinto General Plan ("Amendment') initiated by DR Horton for
property proposed to be developed as The Villages of San Jacinto Specific Plan
and Tentative Tract No. 36188, and Tentative Parcel Map No. 36189 from Low
Density Residential, Medium Low Density Residential, Open Space, and
Community Commercial to Specific Plan implements the overall policies and
goals of the General Plan and leaves the General Plan internally consistent; and
WHEREAS, the proposed Amendment was sent to affected public entities
for their review and comment as part of the environmental documents prepared
for this matter; and
WHEREAS, the Amendment was reviewed, studied, and found to comply
with the California Environmental Quality Act ("CEQA") as more fully described
below; and
WHEREAS, on November 12 and December 16, 2009 the Planning
Commission of the City of San Jacinto ("Planning Commission") conducted a
duly noticed public hearing on the Amendment at which time all persons wishing
to testify in connection with the Amendment were heard and the Amendment was
fully studied; and
WHEREAS, on February 4, 2010 the City Council of the City of San
Jacinto ("City Council') conducted a duly noticed public hearing on the
Amendment at which time all persons wishing to testify in connection with the
Amendment were heard and the Amendment was fully studied; and
