A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
JACINTO, CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL
AMEND THE LAND USE ELEMENT OF THE CITY OF SAN JACINTO
GENERAL PLAN FROM LOW DENSITY RESIDENTIAL(LDR)TO MEDIUM
DENSITY RESIDENTIAL (MDR); FOR THE SECOND QUARTER
GENERAL PLAN AMENDMENT IN 2007: FILE NO. GPA 1-07
WHEREAS, local governments are authorized by Government Code section
65350 et seq., to prepare, adopt and amend general plans; and
WHEREAS, the proposed amendment to the Land Use element of the City of
San Jacinto General Plan ("Amendment') initiated and prepared by Osborne Development
to change the General Plan Designation from Low Density Residential (LDR) to Medium
Density Residential (MDR), located west side Kirby Street, 660-feet north of Esplanade
Avenue, implements the overall policies and goals of the General Plan and leaves the
General Plan internally consistent; and
\.. WHEREAS, the proposed Amendment was sent to affected public entities for
their review and comment; and
WHEREAS,the Amendment was reviewed, studied, and found to comply the
California Environmental Quality Act ("CEQA") as more fully described below; and
WHEREAS, on June 7, 2007 the City Council of the City of San Jacinto ("City
Council') conducted a duly noticed public hearing on the Amendment at which time all
persons wishing to testify in connection with the Amendment were heard and the
Amendment was fully studied; and
WHEREAS, all other legal prerequisites to the adoption of this Resolution
have occurred.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SAN JACINTO:
SECTION 1. Based on the entire record before the City Council, all written
and oral evidence presented, and the findings made in this Resolution, the City Council of
the City of San Jacinto recommends the City Council approve the Amendment to the
General Plan as set forth in the attached Exhibit "A".
