Mayor Crystal Ruiz called the meeting to order at 6:30 pm.

Deputy City Clerk Julia Espinoza conducted the roll call:

Councilmember Brian Hawkins, and Councilmember Michael Heath
Absent: Councilmember Phil Ayala
M/S/C (Heath/Ledezma) moved to excuse the absences of Councilmember Ayala. Motion
carried 4/0.

4. PUBLIC HEARING
4.1 Annexation of Territory, into Community Facilities District 2003-1 (CFD
2003-1), Authorizing the Levy of Special Taxes, Submitting the Levy of Special
Tax to the Qualified Electors, Declaring the Results of the Election, and
Authorizing the Levy of Special Taxes for Annexation No. 60
Finance Director Erika Gomez presented the staff report.
Mayor Ruiz opened the Public Hearing at 6:44 pm. There were no public speakers.
Mayor Ruiz closed the Public Hearing at 6:45 pm.
M/S/C (Hawkins/Heath) made a motion to approve the Resolution No. 3901,
authorizing the annexation of territory to CFD 2003-1 and the levy of a Special
Tax, and submitting the levy of Special Tax to the Qualified Electors. Motion
carried 4/0.

Deputy City Clerk Julia Espinoza confirmed that the official ballot was opened, and
all votes were in favor of the proposition presented on the ballot.
M/S/C (Ledezma/Heath) made a motion to approve Resolution No. 3902,
declaring the results of a Special Annexation Landowner Election and
directing the recording of an amended Notice of Special Tax Lien. Motion
carried 4/0.

M/S/C (Heath/Ledezma) made a motion to introduce, Ordinance 21-12, an
Ordinance levying a special tax within City of San Jacinto Community
Facilities District No. 2003-1, including certain annexation territory. Motion

4.2 Annexation of Territory commonly known as Cottonwood Commons into
Community Facilities District No. 2020-1, Submitting the Levy of Special Tax

the Levy of Special Taxes for Annexation No. 2
Finance Director Erika Gomez presented the staff report.
Mayor Ruiz opened the Public Hearing at 6:48 pm. There were no public speakers.
Mayor Ruiz closed the Public Hearing at 6:52 pm.
M/S/C (Heath/Ledezma) made a motion to approve the Resolution No. 3899,
authorizing the annexation of territory into CFD 2020-1 and the levy of a
Special Tax, and submitting the levy of Special Tax to the Qualified Electors.
Motion carried 4/0.

authorizing the annexation of territory into CFD 2020-
1 and the levy of a Special Tax, and submitting the levy of Special Tax to the
Qualified Electors. Motion carried 4/0.
